近年来，有关基金会的负面新闻在互联网上被频繁曝光，官方背景下的公募基金会存在效率低下、自主性差、不透明等现象，让其饱受诟病。随着网络论坛、贴吧、博客特别是微博的出现和兴起，人们开始借助网络平台来监督公募基金会，网络围观公募基金会的现象日益增多。本文梳理了网络围观公募基金会的原因、过程及作用，并结合具体案例，重点分析了网络围观对公募基金会运行路径重构的影响。 文章的整体框架安排如下：全文共有五章。第一章是绪论；第二章介绍了公募基金会的发展概况、发展路径及其发展过程中存在的矛盾关系。文中指出“国家统治与社会自治”、“慈善奉献与自私自利”、“理论上的公开性与实际中的隐秘性”等矛盾关系的存在，使公募基金会的运行路径呈现出行政化、私利化和暗箱化的特征；第三章主要从网络技术的发展、社会管理创新的提出以及公募基金会信誉降低等方面分析网络围观公募基金会的原因，并介绍了网络围观公募基金会的作用；第四章结合具体案例，分析网络围观公募基金会历经网络质疑、广泛参与、信息汇聚、形成舆论压力等阶段之后对公募基金会去行政化、去私利化、去暗箱化的影响。研究者认为，网络围观依靠“人多势众”的规模效应，对公募基金会运行路径的重构起着刺激和催化的作用；第五章从政府协调管理、基金会内部管理提升和公众监督的有效介入三个方面提出公募基金会良性运行路径建构的设想。

In recent years, the negative news about the Foundation on the Internet are frequently exposed, Under the background of official public foundation exist inefficiency,poor autonomy and opaque phenomenon,let it suffered criticism.As the network BBS, post bar,blog, especially the emergence of weibo and rise,people began to use web platform to monitor public foundation,network onlookers phenomenon the public offering foundation is increasing.This paper combed the network onlookers public foundation's reason, process and effect, combined with the specific case, analyzed network onlookers effect on public foundations operation of path reconstruction.The article overall framework are arranged as following: full text consists of five chapters. The first chapter is the introduction; The second chapter introduces the general situation of the development of public foundation, the path of development and the contradictions exist in its development.The existence of contradiction relations:” state domination and social autonomy”, ” charitable giving and selfishness”, ” the theoretical openness and actual concealment”, make the operation of public foundations present the administration turns,self-serving and opaque; Chapter three from development of network technology,social management innovation and public foundation reputation decreased,to analyze the reasons of network onlookers public foundation,and introduces the role of network onlookers public foundation; The fourth chapter combining with specific cases,analysis of network onlookers public foundation experience network question, broad participation, information gathering, formation pressure of public opinion,affect public foundations non-administration,non-self-serving ,open and transparent.
