改革开放以来，我国所实行的外资政策有力推动了利用外资规模的扩大、资金流动方向的引导和产业结构的优化升级。外资流入对我国经济发展发挥了非常重要的作用，不但弥补了我国的资金、外汇缺口，还带来了先进的技术、管理方式和良好的竞争示范作用。在吸收利用外资的过程中，我国实现了经济总量的跃升，产业结构也随之发生了调整和优化，对我国工业化进程的加快、服务业水平的提高起到了极大的促进作用。中山市地处我国珠江三角洲，中山人抓住改革开放的有利时机，充分利用毗邻港澳等地理优势，将引入的外商直接投资与辖内劳动力、市场要素密切结合，经济得到了迅速发展。然而在迅速实现总量扩大的同时，由于一直偏重于发展外向型轻工业，中山面临着产业结构偏轻、技术含量和附加值偏低、人力、能耗偏高等一系列产业升级的瓶颈，制约了经济的进一步发展。以中山市为研究对象，考察外资政策对中山市产业结构调整的影响，对地方政府完善外资政策，更积极、合理、有效地利用外资带来的各种资源优势，推动相关产业技术进步，促进经济发展和产业结构升级，具有一定的理论意义和现实意义。

本文以外资政策对中山市产业结构调整的影响为研究对象，从外资政策视角出发研究外资政策对产业结构调整的影响因素、影响机制和影响效应。首先对产业结构调整规律相关理论和外资政策对产业结构影响相关理论进行了探讨。在理论基础上，回顾了外资政策的演进历程，描述了中山市利用外资的发展现状、产业结构演进过程。之后分析了外资政策对中山市产业结构调整的影响路径，即通过资本供给效应影响第二产业规模、通过贸易提升效应作用于第二产业结构；对第三产业，通过制造业和就业效应分别推动配套生产型服务业和消费型服务业发展，并带来了中山市第二、三产业规模的提升和结构的高度化效应。接下来分析了目前外资政策对中山市产业结构调整存在的问题，主要为鼓励创新的政策体系不完备、缺乏刺激外商投资技术溢出的政策措施、第三产业导向型外资政策力度不够、产业集群发展政策环境不成熟等。针对问题，提出了对策建议，即出台鼓励性政策推动技术创新、加强外商投资产业导向政策的弹性、完善产业集群发展的公共服务平台、营造良好投资政策环境，以进一步完善外资政策、加快产业结构优化调整。

Since the reform and opening up, the foreign capital policy implemented in China has effectively promoted the expansion of the scale of foreign capital utilization, the direction of capital flow and the optimization and upgrading of industrial structure. The inflow of foreign capital has played a very important role in China's economic development. It not only makes up for China's capital and foreign exchange gap, but also brings advanced technology, management mode and good demonstration of competition. In the process of absorbing and utilizing foreign capital, China has realized the leap of economic aggregate and the industrial structure has been adjusted and optimized accordingly, which has greatly promoted the acceleration of industrialization and the improvement of service industry. Zhongshan is a city which is located in the Pearl River Delta of China. The people of Zhongshan had seized the favorable opportunity of the reform and opening up, made full use of geographical advantages such as adjacent to Hong Kong and Macao, and closely combine the introduced foreign direct investment with the labor force and market elements, thus achieving rapid development. However, with the rapid expansion of the total volume, Zhongshan is confronted with a series of bottlenecks in industrial upgrading, such as the light industrial structure, low technical content and added value, and high manpower and energy consumption, which restrict the further development of the economy due to its constant emphasis on the development of export-oriented light industry. Take Zhongshan as the research object, this paper makes a research on the influence of foreign investment policy on the industrial structure adjustment of Zhongshan, which is of certain theoretical and practical significance for local governments to improve foreign investment policies, make more active, rational and effective use of various resource advantages brought by foreign investment, promote technological progress of related industries, and promote economic development and industrial structure upgrading.

This paper studies the impact of foreign capital policies on industrial structure adjustment in Zhongshan, and studies the influencing factors, influencing mechanism and influencing effect of foreign capital policies on industrial structure adjustment from the perspective of foreign capital policies. Firstly, this paper discusses the theories related to industrial structure and the influence of foreign investment policy on industrial structure. On the theoretical basis, this paper reviews the evolution process of foreign investment policy, and describes the development status of foreign capital utilization and the evolution process of industrial structure in Zhongshan. Then it analyzes the influence mechanism of foreign capital policy on Zhongshan's industrial structure adjustment, that is, it affects the scale of the secondary industry through capital supply effect, and affects the secondary product structure through trade promotion effect. As for the tertiary industry, it promotes the development of supporting production-oriented service industry and consumption-oriented service industry respectively through the manufacturing industry and employment effect, and brings about the upgrading of the scale of the secondary and tertiary industries in Zhongshan and the upgrading effect of the structure. After that, this paper analyzes the problems existing in the adjustment of industrial structure in Zhongshan caused by the current foreign investment policies, such as the low status of industrial chain brought by the incomplete foreign investment policy system, the lack of policy measures to stimulate the technology spillover of foreign investment, the insufficient policy strength of the tertiary industry-oriented foreign investment, and the bad development environment of industrial clusters. To solve these problems, some suggestions are put forward, that is, to strengthen the flexibility of foreign direct investment industrial policy, to promote technological innovation through system innovation, to improve the public service platform for industrial cluster development and to create a good investment environment, so as to further improve foreign investment policy and accelerate the optimization and adjustment of industrial structure.
