农村剩余劳动力向非农产业转移是世界各国经济社会发展过程中人口现代化的基本规律。但是我国农民工流动遇到一些特殊的限制和影响，例如我国城乡二元分割体制、庞大的人口数量以及我国现代化的飞速发展等等。本文选定农民工就业服务研究这一涉及农民工切身利益的问题进行系统分析，借鉴新公共服务理论、政府角色理论、二元社会结构理论，结合我国农民工就业服务体系、服务内容手段以及服务信息化建设的现状，对农民工就业服务过程中存在问题的分析进行了深入分析，在此基础上提出了具有针对性和实用性的对策和建议。本研究认为农民工就业服务建设是一项庞大的系统工程，既需要作为社会管理主体政府部门发挥主导作用，也需要民间非政府部门以及农民工这个群体本身充分发挥其积极性和主观能动性，形成多元合力才可能解决。

The shift of surplus rural labor force to the non-agricultural industries is the basic principle of worldwide population modernization amid the socio-economic development. However, the transfer of migrant rural workers in China is faced with some special limitations and influences, such as the binary system of the city and the countryside, large population, rapid development of modernization of China, etc. Based on the current conditions of public service system, service contents and means, and construction of service informatization for migrant rural workers’ employment, by systematically analyzing the issue of public service for migrant rural workers’ employment which concerns their vital interests and using the New Public Service Theory, the Government’s Role Theory, and the Binary Social Structure Theory as reference, the paper deeply explores the problems existing in the public service for migrant workers’ employment, and puts forward pertinent and practical countermeasures and suggestions. The paper concludes that the building of public service for migrant rural workers’ employment is an enormous systematic project, which needs the joint efforts of not only the governmental departments that should play the leading role as the main body of social administration, but also the non-governmental departments and the group of migrant rural workers itself to fully exert their enthusiasm and initiative.
