习近平总书记对巡视工作亲自谋划部署，多次听取巡视汇报、研究巡视工作，作出一系列重要论述，为我们在新时代新征程上做好巡视巡察工作提供了根本遵循，明确了构建一支高素质专业化的巡视巡察干部队伍是关键。根据新时代巡视巡察干部队伍的建设的要求，论文在梳理分析国内外研究的基础上，阐述了市县巡察干部队伍建设理论基础和相关依据，通过问卷调查法和访谈法等研究方法开展了研究。对巡察干部队伍建设概念进行分析，依据习近平总书记关于巡察干部队伍建设的重要论述和双因素理论，通过问卷和访谈，分析T市巡察干部队伍建设在干部抽调、日常监督管理、干部培训、激励方面存在问题，得出干部抽调制度不完善、干部教育体系不全面、干部日常监督管理不健全、干部激励措施落实不到位等具体原因，从建立健全保障机制、完善巡察培训体系、建立健全考核激励机制、加强日常监督管理四个方面提出加强巡察干部队伍建设的对策建议，调动巡察干部工作积极性，促进干部队伍职能有效发挥，推动T市巡察工作高质量发展。
