2013年，习近平主席提出了共建“丝绸之路经济带”和“21世纪海上丝绸之路”的重大倡议。“一带一路”倡议从经济、文化和国际交流等方面为沿线地区的经贸合作和文化交流指明了方向。作为“一带一路”倡议中的关键点，西安的高等教育服务贸易发展深受其影响。一方面，“一带一路”倡议为西安发展高端教育服务贸易带来机遇，如经济增速加快、高校实力增强。家庭教育投入比重提高、教育相关政策支持和合作的机会与平台增多。另一方面，“一带一路”倡议也给西安发展高等教育服务贸易带来挑战，如教育经费投入不足、高校自身发展不足、高校之间竞争激烈以及优秀生源和师资流失严重等问题。因此，西安要抓住机遇，迎接挑战，通过加大教育财政投入、扩大大学联盟平台、深化教育改革、打造学术丝绸之路和“引进来”与“走出去”相结合等策略，切实推动西安的高等教育服务贸易向着更高层次和更高水平发展。

In 2013, President Xi Jinping put forward initiatives to jointly build the Silk Road Economic Belt and the?21st?Century?Maritime?Silk?Road. The Belt and Road initiative has pointed out the direction for economic and trade cooperation and cultural Exchange of the?lineside?areas. As a key point of the Belt and Road initiative, the development of higher education service trade in Xi'an is deeply affected. On one hand, the Belt and Road initiative bring opportunities for Xi'an to develop higher?education?service trade, such as accelerating economic growth, enhancing the strength of universities, increasing the proportion of family education expenditure, and increasing opportunities and platforms for cooperation and policy support in education. On the other hand, the Belt and Road initiative also brings challenges to the development of higher education service trade in Xi'an, such as insufficient investment in education, inadequate development of universities, fierce competition among universities and serious loss of excellent students and teachers. Therefore, Xi'an's higher education service trade should be promoted to a higher level by increasing financial investment, expanding the platform of University alliance, deepening educational reform, building the academic Silk Road and integrating "bring in" and "going global".
