随着信息技术的发展，电子政务越来越受到各个国家的重视，政府门户网站则扮演着公众与政府之间沟通的桥梁角色。本文通过与电子政务先行国家加拿大、美国和新加坡政府门户网站建设实践的比较，指出我国电子政务建设存在着技术导向、资源整合不足、重监管轻服务等问题。通过分析国外电子政务建设的成功经验，提出电子政务建设要向着需求导向、政府资源整合、以公共服务为中心的方向发展。

With the development of Information Technology, the E-government has been given more and more attention in many countries. The General Portal of E-Government plays a role of the bridge between the public and the government. Via the comparison of the practice in constructing the General Portal of E-Government of the countries which are advanced in E-government such as Canada, America and Singapore, the text will point out that the E-government construction of our country has problems such as being guided by the technique, lack of resources conformity, paying more attention to the management but ignoring the service. According to the successful experience of foreign countries, the researcher will give some suggestions that the E-government should be constructed on the way of requirement guiding, government resources conforming and public service centering.
