本论文从国家创新体系的角度,比较分析了中韩两国的高等工程教育,并提出了几种政策性的建议。为此,在第一章和第二章中论述了国家创新体系的概念以及工程教育在其中的地位和职能.国家创新体系是由企业,大学,政府,金融机构等构成的。在第三章中,对80年以前的中韩两国国家创新体系和工程教育进行了比较。中国因社会主义经济体系,坚持了以政府和中国科学院为中心的国家创新体系,企业和大学的作用并不大。而韩国,虽在资本主义经济体系下坚持了以政府为主导的国家创新体系,担因很早已向对外开放,企业的创新能力有显著提高。在第四章中,对80年以后的中韩两国工程教育的人才培养职能进行了比较。中国维持着投入多、产出少的尖子型工程教育体系;韩国则维持着投入少、产出多的普遍化型工程教育体系。在第五章中,对80年以后的中韩两国工程教育的研究职能进行了比较。中国因企业创新能力不足,大学侧重了实验开发和应用研究;韩国则因企业创新能力之强,大学侧重于基础研究。在第六章中,综合了以上的结果,并提出了几种政策性的建议。中国要提高工程教育的人员培养规模和研究能力。为此,提出了单科大学的合并和私立大学的扩大设置以及工程大学内的文科教育和基础研究的强化等。韩国要提高研究能力。为此,提出了对工程大学基础研究的支援,优秀研究所的集中培育,专门研究生院的扩大设立及产学研合作的强化等。

This paper Will compare and analyze the higher engineering education of China and Korea fire thestandpoint of National Innovation Svstems(NIS) and will propose several alternative proposals on policy.Chapter 1 and 2 focus on the concept of NIS and the position and function of the engineering education within the NIS. The NIS is comprised of enterprise, university, government, and financial institutions. The engineering education carries out the human resources development and research functions in the NIS. Chapter 3 compares the NIS and engineering education of China and Korea prior to 1980. Under thesocialistic economic system. China maintained the NIS centered around the government and ChineseAcademy of Sciences. The role of the enterprise and university was not significant. In the capitalisticeconomic system, Korea sustained.the NIS under the leadership of the government.Bt opening up to theoutside world early,the innovative capability of the Korean enterprises were increased. Chaptercompares the function of the engineering education on the human resources development between China and korea.China supports elite style engineering education systems where the input far exceeds the output.On the other hand,Korea maintains universal style eneducation systems with more output than input. In Chapter 5, research activity of the engineering education of both countries were compared. In China, the university emphasizes on the experimental development and application research due to the weak innovative capability of its enterprises.Because of the strong innovative capability of the Korean enterprises, the university focuses on the basic research in Korea. Chapter 6 summarizes the above mentioned analysis and suggests several policy proposals. China roust improve the capacity of the hunian resources development and research capability of its engineering colleges. Consolidating colleges, increasing the establishment of private universities, and strengthening the humanities curriculum and the basic research capability within the engineering college were proposed: to accomplish it. Korea must improve the research capability. Financing the basic research projects of engineering wcolleges, Promoting excellent research institutes, expanding theestablishment of specialized graduate schools and strengthening the cooperation between industry,university,and research institutions were proposed.
