近年来，中国金融化进程迅速推进，成立金融办是中国地方政府为发展金融而制定的代表性地方发展政策，且该政策十年间实现了在全国范围内的快速传播与扩散。基于2002-2013年中国地方金融办成立面板数据，结合可视化与回归分析方法，本文研究了地方金融办成立在传播过程中展现的时空间分布特征，并探究了不同时期内金融办成立背后的驱动因素。研究表明，①2002-2004年，地方政府成立金融办更多是为了与相同行政级别地方政府之间进行竞争。②2005-2007年，成立金融办是地方政府与同省份内同级政府之间相互竞争的主要手段之一。③2008-2010年，除了与同省份内同级政府的竞争激励，上级政府政策行动对地方政府成立金融办也起到了明显的带动效应。

In recent years, financialization process has developed rapidly in China, founding financial office is the most representative policy made by local governments to develop regional financial industry, which has quickly diffused nationwide within ten years. Based on the panel data of founded financial offices around China during 2002-2013, we studied the temporal-spatial Distribution of founding financial office during its diffusion and driving factors behind in different periods by using visualized and regression analysis. The main findings are as follows: ①local governments founded financial office mainly to compete with others which had the same administrative level from 2002 to 2004. ②the main reason of establishing financial office was to compete with the governments with the same administrative level within the same province during 2005-2007. ③besides the competition with governments within the same province, founding financial office was obviously affected by policies made by governments of higher administrative level.
