京津冀协同发展是一项重大的国家战略之一，战略的核心是有序疏解北京的非首都功能。中等职业教育作为北京非首都功能之一，在京津冀协同发展研究中意义重大。本文研究协同发展战略提出之后京津冀三地中等职业教育的发展变化和全国平均增速为基准，初步测算了京津冀三地以及河北省各市的中等职业学校数量，教职工数，专任教师数，在校学生数，招生数，毕业生数的协同效应。发现北京市很好的实现了北京非首都功能疏解的核心目标。天津市在协同发展中没有得到明显的效应。河北省通过各种努力在协同发展中获得了明显的协同效应，中等职业教育快速发展超出全国平均水平。但是在河北省内部各地级市在协同发展中获得的效应不一样，唐山市，廊坊市，秦皇岛市在协同发展中获得了明显的协同效应。

The coordinated development of the Beijing-Tianjin-Hebei region is one of the major national strategies, the core of which is the orderly relocation of non-capital functions of Beijing. As one of the non-capital functions of Beijing, secondary vocational education is of great significance in the research on the coordinated development of Beijing, Tianjin and Hebei. This paper studies the development and change of secondary vocational education and the national average growth rate in the three regions of Beijing, Tianjin and Hebei after the proposed collaborative development strategy, and preliminary estimates the synergistic effect of the number of secondary vocational schools in the three regions of Beijing, Tianjin and Hebei as well as the number of teachers, staff, full-time teachers, students, enrollment and graduates. It is found that Beijing has well realized the core goal of Beijing's non-capital function distribution. Tianjin did not get obvious effect in the synergistic development. Hebei Province has achieved obvious synergistic effect through various efforts, and the rapid development of secondary vocational education has exceeded the national average level. However, various prefecture-level cities in Hebei Province have different effects in the collaborative development. Tangshan City, Langfang City and Qinhuangdao City have achieved obvious synergistic effects in the collaborative development.
