互联网技术的迅猛发展为人们带来更加高效、便捷的言论表达和传播途径,随之出现的网络舆情也开始成为传播和评判社会舆论的风向标。习总书记在十九大报告中提出,未来我国要注重网络舆论的建设与发展,致力于营造一个明朗、清澈的网络空间。这充分体现了党中央高度重视政府舆情应对能力对于维持社会稳定、推动可持续发展的重要意义。但是,因为网络上各种信息真假难辨,网民被错误信息诱导引发现实问题的情况层出不穷。公安机关处在社会管理和服务的最前沿,直面各种社会面矛盾的同时,还要承受来自网络舆情的冲击。涉警舆情应对作为当前时代下公安工作的重要组成部分,其内容包括公安新闻宣传、警察形象塑造、公安舆情管控、社会事件处置、法制宣教、警民沟通等,涉及公安工作各个层面。在诸多舆情事件中,都展现出对公安人员能够较快较好的处置突发警情、打击犯罪的需求,特别是在互联网时代条件下,这种需求更加强烈。该需求要求公安人员具有高超的网络互动、民意沟通和舆论引导的能力。自此,涉警舆情应对部门应运而生。该部门的设置是公安响应国家号召、重视网络舆情建设与管理的重要体现。对于涉警舆情应对部门来说,如果无法合理应对网络舆情冲击,那么最终将因此引发大范围的网络舆情危机,并导致社会矛盾等现象的出现。所以,网络舆情的发展为公安机关涉警舆情应对部门带来了新的挑战。在现实工作中,公安机关涉警舆情应对部门应对网络舆情,带给群众的多是滞后、无力的直观感受,充分暴露出公安机关涉警舆情应对部门中舆情应对专门人才建设上存在的不足。基于上述背景,本文拟通过研究,发现制约A市公安局涉警舆情应对部门舆情应对人才培养的瓶颈问题,并对于公安机关如何进行舆情应对专门人才培养和长期规划提出对策建议。 本文利用文献研究法,搜集了与本课题相关的文献资料,通过整理与归纳发现当前国内外的研究多集中于舆情应对机制和宏观警力资源管理,侧重舆情应对人才培养的专门研究不多。通过对部分公安分局涉警舆情应对部门实地考察,以及对涉警舆情应对部门舆情应对从业人员访谈和问卷调查,梳理出A市公安局舆情应对人才现状,后基于人力资源开发理论对人才培养困境和制约原因进行剖析。最后,结合职业生涯管理理论、人才柔性流动理论等,提出了强化人才引进与人才共享、提升人才资源科学管理、建立实战化培训体系和完善人才保障与激励机制等对策建议,力求对警力资源挖潜、A市公安舆情应对专门人才长远发展规划提供一项尝试性参考。 |

The rapid development of Internet technology has brought people more efficient and convenient ways of expression and communication. The resulting network public opinion has also begun to become a wind vane for the dissemination and evaluation of social public opinion. In the report of the 19th national congress, General Secretary Xi proposed that in the future, China should pay attention to the construction and development of network public opinion and strive to create a clear and clear cyberspace. This fully reflects that the CPC Central Committee attaches great importance to the government's ability to respond to public opinion, which is of great significance for maintaining social stability and promoting sustainable development. However, because it is difficult to distinguish the true and false information on the network, netizens are induced by wrong information to cause practical problems one after another. Public security organs are at the forefront of social management and service. While facing all kinds of social contradictions, they also have to bear the impact of network public opinion. As an important part of public security work in the current era, public opinion response includes public security news publicity, public security cultural guidance, public opinion control, social event handling, legal publicity and education, police people communication, etc. it is involving all levels of public security work. In many public opinion events, it shows the demand that public security personnel can quickly and better deal with emergencies, rescue and disaster relief and crack down on crime. Especially in the Internet age, this demand is stronger. This demand requires public security personnel to have excellent ability of network interaction, public opinion communication and public opinion guidance. Since then, public opinion response Department came into being. The Department includes all links of public opinion guidance, monitoring and evaluation, including information office, public opinion response, network security, supervision, legal system, units involved in network public opinion and so on. The establishment of this department is an important embodiment of public security responding to the national call and paying attention to the construction and management of network public opinion. For the public opinion response department, if it can not reasonably deal with the impact of network public opinion, it will eventually lead to a wide range of network public opinion crisis and social contradictions. Therefore, the development of network public opinion has brought new challenges and problems to the public opinion response Department of public security organs. In the real work, the public opinion response Department of the public security organ responds to the network public opinion, which brings the people a lagging and powerless intuitive feeling, and fully exposes the deficiencies in the construction of public opinion response professionals in the public opinion response Department of the public security organ. Based on the above background, this paper intends to find the bottleneck restricting the cultivation of public opinion response talents in the public opinion response Department of Public Security Bureau of City A through research, and put forward countermeasures and suggestions on how to carry out the cultivation and long-term planning of public opinion response talents in public security organs. Using the literature research method, this paper collects the literature related to this topic. Through sorting and induction, it is found that the current research at home and abroad mostly focuses on public opinion response mechanism and macro police resource management, and there are few special studies focusing on public opinion response personnel training. Through the field investigation of public opinion response departments of some public security bureaus, as well as the interview and questionnaire survey of public opinion response practitioners of public opinion response departments, this paper combs out the current situation of public opinion response talents in City A Public Security Bureau, and then analyzes the difficulties and restrictive reasons of talent training based on the theory of human resource development. Finally, combined with career management theory and talent flexible flow theory, this paper puts forward countermeasures and suggestions such as strengthening talent introduction and talent sharing, improving scientific management of talent resources, establishing practical training system and improving talent guarantee and incentive mechanism, so as to provide a tentative reference for tapping the potential of police resources and the long-term development plan of specialized talents in response to public opinion in City A. |
