维谢格拉德集团作为欧盟内新兴的次区域组织，近年来积极参与欧盟事务，发出自己的声音。面对来自区域扩大和对外关系两方面的需求，维谢格拉德集团创立了V4+机制，将一系列区域间合作纳入其中，并以定期、宽领域、多层次的对话模式实现与合作伙伴的互动。 不同于传统意义上的区域间合作机制，V4+机制囊括了各种国家、区域集团和国际组织，涉及不同的区域，每种不同的类型都具备独特性。面向欧盟内部的V4+机制以融入欧洲一体化为目标，向西欧国家寻求经验和支持；面向欧盟周边的V4+机制以欧盟东扩为指向，为东欧国家加入欧盟提供帮助；面向世界的V4+机制则更多基于特定议题展开，在实践中得到拓展和完善。 V4+机制对于维谢格拉德集团而言有着至关重要的作用。首先，V4+机制联系中东欧国家，有效地促进了欧盟内部权力平衡；其次，V4+机制将区域间合作的经验推及区域内部，推动V4集团自身合作完善；再次，V4+机制支持区域内民众的交流，实现了“中欧”的再建构，强化了区域认同；最后，V4+机制作为纽带和桥梁，也拉近了不同合作伙伴之间的联系。 受制于V4集团内部、欧盟等多层次因素的制约，V4+机制存在一定的局限。但同时，V4+机制的独创性使其可以为其他区域的次区域合作提供借鉴。而V4+机制与中国“一带一路” 的合作有充分的基础和必要性，双方的对接前景广阔。

As an emerging sub-regional organization within the European Union, the Visegrad Group has actively participated in EU affairs in recent years and has made its own voice. Facing the needs of both regional expansion and external relations, the Visegrad Group created the V4+ format, brings into a series of interregional cooperation, interacts with partners in a regular, wide-area and multi-level dialogue mode. Different from the traditional interregional cooperation format, the V4+ format covers various countries, regional groups and international organizations, involving different regions, each of which is unique. The V4+ format within the EU aims at European integration and seeks experience and support from Western European countries. The V4+ format around the EU is guided by the EU enlargement, helping Eastern European countries’ EU accession; the world-oriented V4+ format is based on specific issues, expanding and improving itself with practice. The V4+ format is of paramount importance to the Visegrad Group. First, the V4+ format contacts with Central and Eastern European countries and effectively maintains the balance of power within the region. Second, the V4+ format promotes the experience of regional cooperation and interregional cooperation to neighboring countries; Thirdly, the V4+ format supports regional communication of people, realized the re-construction of "Central Europe" and strengthened regional identity; Finally, the V4+ format as a link and bridge has also brought the connection between different partners. Subject to the constraints from the V4 Group and the EU, the V4+ format has certain limitations. Still, the originality of the V4+ format makes it possible to provide reference for sub-regional cooperation in other regions. The cooperation between the V4+ format and China's Belt and Road Inititive has sufficient foundation and necessity, and the prospect of docking between the two sides is broad.
