我国自然灾害种类多、分布面广，自然灾害的发生严重阻碍我国经济社会的发展和影响社会秩序的稳定，救灾物资储备是有效实施救灾工作的重要保障。宁夏是地震灾害多发地区，针对地震灾害的救灾物资储备能力亟待提高。本文通过对宁夏地区当前救灾物资储备现状的分析和研究，结合宁夏易发地震灾害等因素，在搜集各方面的文献资料、数据和案例基础上，设计了针对宁夏应急救灾物资储备相关问题的问卷，采用比较分析法、文献分析和实地调查相结合的方法，获得了群众对于应急物资储备的认知情况和应急救灾物资储备的需求，发现了群众关于灾害风险情况以及灾后如何有效配合政府救灾行为的认知意识淡薄，政府救灾行为存在一定程度上的缺失，应急救灾物资储备体系建设还不健全等问题，结合宁夏实际，提出了进一步完善宁夏地震应急救灾物资储备能力，健全应急救灾物资储备资金投入机制和物资更新、轮换机制建设，建立健全救灾物资储备库的管理、使用和监督机制，合理布局救灾物资储备库建设，提升应急救灾物资储备品种结构等方面来构建宁夏地震应急救灾物资储备体系，提高灾害应急能力和救灾管理水平，对宁夏的经济发展和社会稳定，对保障人民群众的生命安全具有特殊而重要的意义。
