安全生产问题近年来成为亟需解决的社会问题，全国范围来看虽然安全生产形势总体稳中向好，事故数量、伤亡人数连续下降，但是总体而言安全生产仍处于事故风险高发期，化工行业危化品、建筑行业施工、交通运输行业等安全风险没有得到有效排除和控制，安全生产监管压力依然存在。政府各级应急行政管理机构作为落实党和国家安全生产监督管理的重要组成部分，是距离安全生产事故现场最近的监督管理主体，其对安全生产的监督管理理念、执法效率、协同治理水平决定了监管效果。随着社会转型需求和现代信息技术的发展，为安全生产监管提供了新的行政样态，促进了地方政府与多元化治理主体实现安全生产协同监管的需求及动力。因此，深入研究协同治理背景下地方政府安全生产监督管理现状、存在问题及解决对策，对于提升我国地方政府安全生产事故的预警、应急管理和灾害恢复等监督管理能力，降低安全生产事故发生概率，保障人民的生命财产安全具有重要的理论和现实意义。

本文通过对T市B区的事故案例和调查问卷进行系统分析，论述其安全生产监管协同治理方面存在的多元主体对信息平台认知率低、联动机制不顺畅、治理体系亟需完善、行政执法存在漏洞等问题，探索建立安全生产监管协同治理、协同执法体系，创新监管手段和方式，利用智慧化安全生产监管平台，充分发挥各社会治理主体的协同作用，进一步提升T市B区政府安全生产监管能力，实现安全生产治理能力和治理体系现代化。

As an important part of the implementation of the Party and the country's work safety supervision and management， the emergency administrative agencies at all levels of the government are the supervisory and management bodies closest to the scene of work safety accidents. Their supervision and management concept， law enforcement efficiency and collaborative governance level determine the supervision effect. With the demand of social transformation and the development of modern information technology， it provides a new administrative form for the supervision of work safety， and promotes the demand and motivation for the local government and the diversified governing bodies to realize the cooperative supervision of work safety. Therefore， further study of the collaborative governance under the background of local government supervision and administration of production safety situation， existing problems and countermeasures of local government in China to promote the safety in production accident warning and emergency management and disaster recovery and regulatory capacity， reduce the probability of production safety accidents， to ensure the safety of people's life and property is of important theoretical and practical significance.

This article through to the T city B district accident case and questionnaire analysis system， discuss the problems of low awareness of information platforms, unsmooth linkage mechanisms, urgent need to improve the governance system, and loopholes in administrative law enforcement by multiple entities in the collaborative governance of production safety supervision, and explore the establishment of collaborative governance and coordinated law enforcement systems for production safety supervision. Innovate supervision methods and methods, use the intelligent work safety supervision platform, give full play to the synergy of all social governance entities, further enhance the work safety supervision capabilities of the T city B district government, and realize the safety production governance capabilities and modernization of the governance system.
