农业高速发展,农产品极大丰富,然而,由于化肥、农药等农用化学品的大量使用,农产品污染、土壤生产力下降、农业生态环境破坏开始频繁出现。因此,农产品安全和农产品产地环境质量问题已成为农业生产发展新阶段中的一个突出问题,解决这一问题的基础是有一个能够为生产管理与决策提供高效的信息管理与决策分析工具。基于此,本文提出利用WebGIS技术构建服务于农产品产地安全生产的管理与决策支持系统的解决方案,为进行产前选址布局规划和产中投入品管理决策提供信息基础,保证农产品质量和农田环境质量安全。在分析国内外关于农业环境质量评价指标体系、无公害和绿色食品生产基地申报、农业生产企业生产管理与生产规划、农产品安全追踪等业务需求的基础上,采用面向对象技术,设计了能够满足多用途的农产品产地数据库模型,不仅满足当前农业安全生产管理的需要,而且能为其他业务系统提供良好的数据接口,有效地实现数据共享;通过网络空间服务引擎技术,有效地解决了传统网络GIS缺乏编辑和地统计插值分析等高级空间分析功能的问题,实现网络GIS环境下的多用户并发的空间数据在线更新和点面异构数据实时动态耦合;设计基于模型库管理系统的应用模型与GIS的集成方式,实现以GIS为核心农产品产地安全生产决策分析与服务,支持模型的灵活定制与管理,提高了系统的实用性和适用性;基于以上基础,设计了农产品产地安全生产管理与决策支持系统的体系构架与功能结构,并按照规范的开发步骤实现系统。实践表明,该方案能够有效地管理农产品产地资源信息,并为种植规划及施肥决策提供科学依据,这对发展“生态效益型”农业,促进农业生产持续高效的发展将有很重要的意义。

Rapid growth of agriculture yields great abundance of agricultural products. However, we begin to observe in high frequency the agricultural products pollution, soil productivity reduction and agricultural ecological environment destruction as the result of excessive usage in fertilizers and pesticides. Consequently, the security of agricultural products and the environment of the production bases has become an emerging issue of agricultural production. The fundamental solution to this problem is a highly efficient tool for information management and decision analysis. Upon this we propose a WebGIS–based solution to construct a decision support system for the secure production of agricultural production bases. The solution provides basic information for planning and decision making, guarantees accordingly quality security of agricultural products and farmland environment.Based on the service demand analysis of domestic and foreign agricultural environment quality evaluation criteria system, declaration for production bases of pollution-free and green food, production management and planning of agricultural production enterprise and secure traceability of agricultural products etc., we design a multi-purpose database model using object-oriented technology. The model not only meets the current management demands of agricultural production security, but also provides a user-friendly interface for sharing data with other systems efficiently. Through network service engine technology, we effectively solve the problem of lacking for the ability of advanced spatial analysis, such as editing and analyzing on geographic statistic analysis, which was quite common in traditional GIS network. In our system, spatial data can be concurrently updated on line by multiple users, and heterogeneous points and polygons can be dynamically coupled in real time on WebGIS circumstances. We also propose a solution to integrate GIS with the application models which are based on model base management system, and implement the decision-making analysis and service system, with GIS as its core for secure production of agricultural production bases. Our system also supports flexible customization and management of the model, making it more practical and applicable. Based on the above, we design the system architecture and functional structure of the management and decision support system for security production of agricultural production bases, and implement it with standard development methods.Practice shows that the solution can effectively manage resources information of agricultural production bases, and provide scientific basis for planting plan and fertilization decision-making. It will have a very important significance for the development of efficient and ecology beneficial agriculture.
