大力开展劳务输出,促进扶贫开发,是近几年来我国中西部地区积极开发劳动力资源,将人口压力转化为人才优势,有效解决贫困地区脱贫致富的一种战略选择;也是贫困地区广大农民在缺乏资金投入的情况下,依靠自身的人力资本来增加经济收入的一种现实选择。本文通过理论分析方法对劳务输出理论进行了深入研究,并且在理论分析的基础上认识到劳务输出对于促进扶贫开发的意义,即:劳务输出是促进扶贫开发的战略选择;劳务输出可以补充就地脱贫的不足;劳务输出是促进农民持续增收的重要渠道;劳务输出是培育新型农民的有效途径;劳务输出可以变“负担”为资源;劳务输出是改善和建设南部山区生态环境的关键;劳务输出可以为国家开发贫困地区各项具体措施的落实奠定条件。但宁夏在劳务输出过程中存在诸多问题,本文通过调查搜集资料,数据求证等方法找准问题,提出对策。存在的问题如下:劳务输出规模与剩余劳动力资源不相称;外出务工人员整体素质与新的务工形势不相适应;跨区就业成本高,致使跨区就业比例低;民族文化差异的影响不容忽视;外出务工人员对政府的依赖度太强;农村劳动力要素市场发展滞后。面对问题本文提出了一些可行性的建议:充分认识宁夏发展劳务产业的长期性;牢固树立城乡统筹发展的新观念,加快城乡统一的劳动力市场建设;加强对农村劳动力的职业技能培训,提高农民进城就业务工能力;实行扶贫体制创新,使劳务输出真正发挥潜在的反贫困作用;建立相应的创业机制,实施“回归工程”;加强立法和对农民工的法律保护,为劳务经济发展创造良好的法制环境;推进城镇化战略的实施,促进农村劳动力的就业转移。

Developing the export of labor service and proncoting the exploiture of supporting the poor are an ways stratefic to become rich , hich explone actively the resource of labor to change population preisure to advactage of talent; eanwhile , hose can increase the income depending the labor resoure under the condition of lacking the funds . This paper lucubrates the theory of export of labor service through analyzing theory, and realizes its importance , that is , this export is a strategic choice for supporting the poor; it can reinforce the thortage of supporting the poor;also it increases farmer’s income; export of labor service changes burden to resource ; it is the key to ameliorates and rebuild the entironment of the south mountainous area of Ningxia ; last , it will lay a foundation for development of depressed areas. However , the process of export of labor service in Ningxia exists a lot of problems. Through surveying and collecting materials, finding the exact problems, this paper puts forward countermeasure . Those are : the disproportion between the scale of export of labor service and the surplus labor service; the maladjustment between the diathesis of labor and the condition of export of labor service ; the low proportion of taking up occupation in different area caused by high cost ; differences of national culture ; labor’s dependence on the government ; lag of factor of labor . Facing those problems ,the author brings forward feasible advices: understanding fully the long term of this industry ; setting the new concept of development between cities and countries as a whole , and speeding the building of the labor market ; strengthening the training for labor , and improving their working ability carrying out the innovation for the support system, and bringing into the play of the export of labor service ; establishing related system for career , and carrying out “returning project” ; enhancing legislation to protect farmers and workers , and creating a good corconstance for development ; putting developing strategy of town into practice and promote the transformation of labor.
