金融危机后，美欧等发达经济体开始调整经济发展方式，纷纷推出“绿色新政”战略，力图在新的时代背景下抢占“低碳”发展先机。在当今能源、环境、气候变化问题日益突出的形势下，能源利用效率对能源安全的意义已经不可小觑：第一，新的能源安全观已经包含了能源消费的环境影响，提高能源利用效率，不仅可以从需求侧减缓能源供给的压力，同时也能减少对环境的危害；第二，提高能源利用效率在各国能源安全战略中的地位已被提到了前所未有的高度。基于这些认识，本文在论述能源利用效率与能源安全关系的基础上，对我国能源利用效率的现状、问题、成因进行分析并以单位GDP能耗为主要指标预测了未来十年我国能源利用效率。结果显示，我国要实现在哥本哈根气候峰会上作出的减排承诺并保证国家能源安全，必须采取相应措施提高能源利用效率。最后，文章对我国能源利用效率的改善进行了思考。

After the global financial crisis, the developed economies, such as EU and US, begin to transfer their economic development patterns. They carried out a kind of strategy called“ New Green Deal”, for the purpose of taking the lead in grasping opportunities in low-carbon economy era. Under the situation of aggravation of climate change, environmental and energy problem, energy efficiency means more to China’s energy security for two reasons: First, improving energy efficiency will not only release the pressure from energy import but bring less negative effect to the environment; Secondly, some developed countries have emphasized the energy efficiency measures more the ever when making their energy strategies. According to these considerations, this paper analyzes the present situation of China’s energy efficiency and the cause of its problem of low energy efficiency levels based on discussing the relation between energy efficiency and energy security. A forecasting of 10-year period’s energy efficiency is given through a “var” model by using the indicator of energy consumption per unit of GDP. The empirical result indicates that in order to ensure national energy security and accomplish the promising of emission reduction that our government has made on the Copenhagen Climate Change Summit, some measures must be done to improve China’s energy efficiency. Finally, the study gives several suggestions the can be benefit for energy efficiency improvement.
