严密的组织与崇高的信仰相结合，是中国共产党的鲜明特质。党员教育是使党员不仅在“组织上入党”，而且在“思想上入党”，进而能够在行为实践中发挥党员先锋作用的一项整体性工作。基层党组织的党员教育，是培养合格党员的“最后一公里”。从思想政治教育过程论的视角来看，基层党组织党员教育总体上遵循“知识传授—价值转化—信念确认—行为固化”的一般过程，其本质上是一个“从组织系统到信仰系统”的过程。

知识传授过程是从组织系统到信仰系统的重要基础，具有科学性、基础性和浅表性的特点。这一过程中的知识构成包括马克思主义理论知识、中国共产党的基本知识、中国特色社会主义理论与实践知识以及必要的科学文化知识。在形式与途径上，则主要依靠营造氛围、施行制度和开展活动来分别达到激发、规范和深化党员的认知的目的。

价值转化过程是从组织系统到信仰系统的中心环节，具有交互性、建构性和发展性的特点。这一过程中的价值导向由以人民为中心的价值目标、发挥先锋作用的价值实践和突显政治本色的价值标准三部分组成。其价值转化的实现分别以党员的情感和意志为中心，构成两种不同的形式与途径。

信念确认过程是从组织系统到信仰系统的关键一步，具有排他性、长期性和深层性的特点。在这一过程中，要使党员确信“共产主义是人类社会历史发展的必然趋势”、“中国共产党是领导我们事业的核心力量”以及“共产党员责任重要使命光荣”三个基本命题。其形式与途径主要分为经常性的信念确认形式与途径以及信念确认的特殊契机。

行为固化过程是从组织系统到信仰系统阶段性完成的过程，也是其新过程的开启阶段，具有实践性、终端性和开放性的特点。这一过程要分别以政治合格、执行纪律合格、品德合格、发挥作用合格为基本面向，培养和塑造党员的行为。其基本的形式与途径在于党员的行动一致，具体又包括“民主团结的行动一致”、“纪律严明的行动一致”和“讲政治、守规矩的行动一致”。

基层党组织作为党员教育的直接主体，应当在把握客观影响和制约因素的基础上，以解决实践中的现实问题为导向，用好组织武器、发挥组织潜能，加强信仰阐释、释放信仰伟力，把握“过程逻辑”、遵循“过程规律”，开辟基层党组织党员教育过程不断优化的实现路径。

The Communist Party of China is characterized by a combination of strict organization and lofty belief. The education of party members is an integral work to make party members not only "join the Party in organization" but also "join the Party in thought" and then play their exemplary and vanguard role in behavior practice. The education of party members in primary-level party organizations is the "last mile" to train qualified party members. From the perspective of the process theory of ideological and political education, the education of party members in grassroots party organizations generally follows the basic process of "knowledge imparting - value transformation - belief confirmation - behavior solidification", which is essentially a process of "from organizational system to belief system".

The process of knowledge imparting is an important basis from organizational system to belief system, which is scientific, basic and superficial. The knowledge composition in this process includes the theoretical knowledge of Marxism, the basic knowledge of the Communist Party of China, the theoretical and practical knowledge of Socialism with Chinese Characteristics and the necessary scientific and cultural knowledge. In terms of form and way, it mainly relies on creating atmosphere, implementing regulations and carrying out activities to stimulate, standardize and deepen the party members’ cognition.

The process of value transformation is the central link from organization system to belief system, which has the characteristics of interactivity, construction and development. The value orientation in this process consists of three parts: the people-centered value goal, the pioneer value practice and the political standard. The realization of its value transformation is centered on the emotion and will of party members respectively, constituting two different forms and approaches.

The process of belief confirmation is the key step from organizational system to belief system, which has the characteristics of exclusivity, permanence and depth. In this process, party members should be convinced that "communism is the inevitable trend of the historical development of human society", "the Communist Party of China is the core force leading our cause" and "The Communist Party has responsibility, important mission and glory". Its forms and ways are mainly divided into regular forms and ways of belief confirmation and special opportunities of belief confirmation.

The process of behavior solidification is not only the process of gradual completion from organizational system to belief system, but also the beginning stage of a new process, which has the characteristics of practicality, terminality and openness. In this process, primary-level Party organizations should train and shape the behavior of party members on the basis of qualified politics, discipline, moral character and function. Its basic form and way lies in the action unity of party members, including "democratic unity of action", "strict-discipline-based unity of action" and "political-rules-based unity of action". 

The grass-roots party organizations, as the direct main body of the education of the party members, should make full use of the party’s organization as a weapon exerting its organizational potential, give better interpretations and explanations of the Marxist belief releasing its full power, and grasp the logic of the educational process adhering to its inner rules, on the basis of grasping the objective influence and restriction factor and aiming at solving practical problems. This shall be the practical path of continuous optimization of the process of party member education in the CPC'S grassroots organizations.
