随着全球化和中国“一带一路”倡议的发展，来华留学生的国家国别和人数越来越多，这一举措既促进了中国与世界各国的友谊，又增强了中国在世界的影响力。2013 年中国国家主席习近平提出“一带一路”合作倡议，并在政治、经济、文化、教育等多个方面与沿线国家深入合作。中蒙两国历史源远流长，随着“一带一路” 项目的开展，双方之间的战略伙伴关系进一步加强，合作领域也涉及政治、文化、经济、教育等各个方面。这其中最为突出的就是教育领域，越来越多的蒙古学生申请到中国留学。2015 年 4 月，中蒙两国教育部门达成了关于《中蒙交流中国政府专项奖学金项目备忘录》的合作协议，在未来 5 年内，中国将每年向蒙古国提供 200 个专项奖学金新生名额用于培养硕博研究生。

本文针对《中蒙交流专项奖学金项目》的实施现状进行研究，采用了问卷调查法和访谈法。通过解读《中蒙交流专项奖学金项目》一些系列政策文件，自编“《中蒙交流专项奖学金项目》调查问卷”，对蒙古国来华留学研究生 1-3 年级调研，发放问卷 216 份，有效问卷 200 份。研究内容包括蒙古国留学生们对此项奖学金项目的“内容了解程度、奖学金项目的评定过程与申请条件、对评定方式的评价、奖学金的使用情况”等。

调查发现，调查发现，来华留学生对《中蒙交流专项奖学金项目》的整体满意度呈较高水平；来华留学生对此奖学金项目的信息了解不够深入且渠道单一；此奖学金项目的评审条件严格，但评审过程公平公正；此奖学金项目对留学生在华的学习交流至关重要；此奖学金资助额度合理，但部分学生在使用时存在问题；性别因素对留学生关于此项奖学金项目实施的满意度没有影响，但年级差异对其实施满意度产生影响。

研究认为，1. 中蒙交流专项奖学金项目的申请信息能够较方便获取；2 留学生对中蒙交流专项奖学金的评审制度满意度较高；3.中蒙交流专项奖学金项目的申请条件合理；4.中蒙交流专项奖学金的奖金使用不够合理；5.中蒙交流专项奖学金项目有益于来华留学生在华交流学习。提出的建议有：加大中蒙交流专项奖学金制度的宣传力度；加强项目实施中的课程建设；改善奖学金发放的管理制度；正面引导留学生认识中蒙交流专项奖学金价值。

With the development of globalization and China's "Belt and Road" initiative, the number of countries and numbers of foreign students coming to China is increasing. In 2013, Chinese President Xi Jinping proposed the“Belt and Road” cooperation initiative, and cooperated deeply with the countries along the route in various aspects such as politics, economy, culture, and education. China and Mongolia have a long history. With the launch of the “Belt and Road” project, the strategic partnership between the two sides has been further strengthened, and the areas of cooperation also involve political, cultural, economic, and educational aspects. The most prominent of these is the field of education. More and more Mongolian students are applying to study in China. In April 2015, the education departments of China and Mongolia reached a cooperation agreement on the "Memorandum on China-Mongolia Exchange Chinese Government Special Scholarship Program". In the next five years, China will provide 200 new scholarship places to Mongolia every year. The main goal of the exchange special scholarship program is to graduate students.

This article studies the current status of the implementation of the "Sino-Mongolian Exchange Special Scholarship Program", using questionnaires and interviews. Through the interpretation of some policy documents of the "Sino-Mongolian Exchange Special Scholarship Program" and self-editing of the "Sino-Mongolian Exchange Special Scholarship Program" questionnaire, 216 questionnaires were distributed to Mongolian graduates studying in China for grades 1-3. 200 copies. The study found that: 1. The application information of the scholarship program can be more easily obtained; 2 The satisfaction of the scholarship evaluation system is higher; 3. The application conditions of the scholarship program are reasonable; 4. The use of the scholarship is not reasonable enough; 5. The scholarship system is beneficial to international students coming to China Exchange and study in China. Suggestions: increase the publicity of the China-Mongolia exchange special scholarship system; strengthen the curriculum construction in the implementation of the project; improve the management system of scholarship distribution; positively guide international students to understand the value of China-Mongolia exchange special scholarships.
