公共利益作为一个内涵模糊的概念，在现实生活中被视为政治浪漫主义之诉求、“披着羊皮的狼”、官员攫取政绩的借口等，本文先介绍了现在几种影响比较大的对“公共利益”的界定，其次论文通过分析了国内外的立法对公共利益的规定然后分别介绍了一下国内最新颁布的新搬迁条例与之前一直沿用的拆迁条例的不同之处，最后对“公共利益”的界定提出了自己的设想。

public interests as a connotation fuzzy concept, in real life it is regarded as the political romantic , "Wolf in sheep's clothing", officials such as the excuse achievements grabbed, this paper first introduces the influence of several more now on the definition of "public interest", the second paper analyzes the legislation on public interests at home and abroad and then compared with the new Demolition regulation and the old one, finally the author came up to his owe opinions to the definition of "public interest" .
