教育信息化是中国教育均衡发展战略的组成部分。由于国土面积广阔,地理位置和历史文化差异明显,地区经济发展不平衡等因素的客观存在,中国义务教育发展不均衡问题一直存在。教育信息化的发展能够推动教育系统中各要素的作用效率及其相互作用关系的转变,也能推动教育思想和观念的转变、教育资源的共享、教育教学模式的创新、教育管理与评价方式的改变、教育公共服务形态的重构、教育系统结构的重塑。 《教育信息化“十三五”规划》提出2020年,我国要基本实现教育信息化对深化教育领域综合改革、促进教育均衡发展和优质发展的作用。政策术语中,教育信息化能够促进教育均衡早已趋于常见。在学术研究中,教育信息化能够促进教育均衡发展已被许多专家认定。但教育信息化对教育均衡发展是双刃剑。一方面,教育信息化对于提高教育质量和促进教育均衡具有重要意义;另一方面,教育信息化的发展会加速知识的流通和更新,有可能拉大各地区教育差距。关于现阶段,教育信息化对县域义务教育均衡有没有产生作用这一问题,国内还没有系统地研究。 本研究主要关注以下内容:现阶段,教育信息化对县域义务教育均衡有没有产生作用;如何更好地利用教育信息化促进县域义务教育均衡发展。本研究首先会采用文献分析、政策分析义务教育均衡发展评价方法和我国义务教育均衡发展过程;然后采用案例分析法研究成都市和咸安区教育信息化对县域义务教育均衡的作用,最后采用专家访谈方法,并结合案例分析情况提出利用教育信息化促进县域义务教育均衡发展的策略。 本研究能够丰富义务教育均衡发展理论成果,也能为政府部门、教育机构利用教育信息化促进县域义务教育均衡发展提供有益的策略。 |

Education informatization is an integral part of China's education development strategy. Due to the vast land area, obvious geographical and historical and cultural differences, and the objective existence of factors such as uneven regional economic development, the problem of uneven development of compulsory education in China has always existed. The development of education informatization can promote the transformation of the efficiency and interaction of various elements in the education system, as well as the transformation of educational thoughts and concepts, the sharing of educational resources, the innovation of educational teaching models, the change of educational management and evaluation methods, the reconstruction of the public service form of education, and the reshaping of the structure of the education system. The "Thirteenth Five-Year Plan for Education Informatization" proposed that in 2020, our country will basically achieve the goal of education informatization in deepening education comprehensive reform and promoting balanced development and high-quality development of education. That education informatization can promote balanced development of education has become common in policy terminology, and has been recognized by many experts in academic research. However, at this stage, there is no systematic research on whether the education informatization has any effect on the balance development of compulsory education. This research mainly focuses on the following contents: At this stage, does education informatization have any effect on the balance development of county compulsory education? how to better use education informatization to promote the balanced development of county compulsory education? This research will first use literature analysis and policy analysis to study balanced development of compulsory education evaluation method and process; then use case analysis to study the effect of Chengdu and Xian'an education informatization on county compulsory education balance, and finally use experts interview to put forward strategies for using education informatization to promote balanced development of county compulsory education. This research can enrich the theoretical result of the balance development of compulsory education, and provide useful strategies for government departments and educational institutions for using education informatization to promote the balanced development of county compulsory education. |
