随着大数据、物联网等数字技术的蓬勃发展,我们由互联网时代迈入了数字经济时代。数字技术取代互联网变成了新一轮技术革命的重点发展方向,同时成为各国提升国际竞争力的有力途径。2021年《数字经济及其核心产业统计分类(2021)》(下称《数字经济分类》)的颁布规范了我国数字经济的定义、规模。作为我国东北地区重要的港口、贸易城市,大连市的数字经济发展代表了我国东北地区数字经济的平均水平,因此,利用国家统计局标准测算大连市数字经济规模,寻找当前数字经济工作的劣势和问题,能够为该地今后数字经济的发展提供针对性建议,也为新颁布的国家统计局标准测算结果提供了实证检验。 本文首先对《数字经济分类》进行了具体内容的分析,将其与国际、国内使用范围较广的分类标准进行了比较,发现《数字经济分类》既适用于国际标准又与本国实际符合,能够很好的反映我国各地数字经济的发展状况。随后,通过大连市提供的数据,计算得到:《数字经济分类》下大连市2018年、2019、2020年的数字经济核心产业增加值分别为4399562.58万元,7011793万元,4515722万元。同时,本文将该结果与大连2019年数字经济标准进行了比较,两种标准测算的大连数字经济规模趋势相同,差别较大的原因在于两种标准对于部分行业的分类口径不同。 接下来,本文用增长核算框架和永续盘存法进行测算产业数字化规模。结果显示,从2001-2020年大连市产业数字化规模不断增加,占GDP的比重也逐渐上升,到2020年,产业数字化比例高达33.02%,明显超出国内很多城市的水平。 通过前文的研究,我们发现数字经济对产业的贡献很大程度上来源于产业间的融合。因此,本文进一步探究数字经济对传统制造业的融合究竟能带来怎样的影响。通过对产业融合度的计算和面板数据模型的构建,本文得到大连市数字经济与制造业的融合度呈现上升趋势,且技术复杂度越高的产业对数字经济资本的需求越多。这两者间的融合度可以通过推动产业绩效提高来拉动增长。 因此,为了推动大连市数字经济发展,就要从数字经济产业数字化和数字产业化两方面分别着手:一方面要扩大数字经济应用场景,鼓励数字技术产业的发展,另一方面要推动产业融合,着力发展特色产业,发挥政策引导作用。 |

With the development of digital technology such as big data and AI, we have stepped into the digital economy era from the Internet era. Digital technology has become the key development trend of a new wave of scientific revolution and a powerful way for countries to enhance their international competitiveness. The promulgation of the Statistical Classification of Digital Economy and its Core Industries (2021) in 2021 (hereinafter referred to as the Digital Economy Classification) has established the norms and standards for the definition, scale and calculation of digital economy in China. As an important port and trade city in the northeast of China, the digital economic development of Dalian represents the average level of digital economy in the northeast of China. Therefore, measuring the scale of digital economy in Dalian by the standards of the state statistics bureau, and finding out the weaknesses and problems of current digital economic work can provide specific suggestions for the future development of digital economy in Dalian. It also provides an empirical test for the standard calculation results of the State Statistics Bureau. This paper first analyses of the Digital Economic Classification, comparing it with the international and domestic classification standards, and finds that Digital Economic Classification is applicable to both international standards and national reality, and can reflect the development of digital economy in various parts of China. Subsequently, according to the data provided by Dalian, we calculate the core industries of the digital economy`s added value in 2018, 2019 and 2020 is 439,562,588,000 yuan, 7011,930,000 yuan and 4515,722,000 yuan, respectively. At the same time, this paper compares the result with Dalian digital economy standard in 2019. The trend of Dalian digital economy scale calculated by the two standards is same. The reason for the difference is that the two standards have different classifications for some industries. Next, the growth accounting framework and the sustainable inventory method are used to measure the industrial digitization scale. The results show that the industrial digitization scale in Dalian increased continuously from 2001 to 2020, and the proportion of industrial digitization in GDP increased gradually. By 2020, the proportion of industrial digitization in GDP reached 33.02%, which is significantly higher than the national average. In the process of industry digitization calculation, this paper realizes that the contribution of digital economy to industry largely comes from the integration of industries. Therefore, this paper further explores how digital economy can affect the integration of traditional manufacturing industries. By calculating the degree of industrial convergence and building panel data model, the convergence of digital economy and manufacturing industry in Dalian has shown an upward trend, and the higher the technical complexity, the more the industry needs digital economic capital. The degree of convergence between the two industries can drive growth by boosting the performance of the manufacturing industry. Therefore, for the sake of developing Dalian's digital economy, we must start with the digitization of the digital economy industry and the digital industrialization respectively: on one hand, we should expand the application scenario of the digital economy and encourage developing the digital technology industry. on the other hand, we should promote the industrial integration, focus on the development of characteristic industries and play a leading role in policy. |
