随着国内外发展环境和我国自身要素禀赋的深刻变化，“两头在外、大进大出”的国际大循环发展动能明显减弱，弊端逐渐显现，而国内大循环发展动力日益强劲，国内市场发展潜力不断释放。党中央积极研判，主动求变，提出逐步形成“以国内大循环为主体，国内国际双循环相互促进的新发展格局”的战略决策，推动我国发展格局发生系统性、深层次变革。在此背景下，我们必须以马克思主义为指导，深入挖掘新发展格局的学理基础，探究其理论创新，并试图探寻出未来发展路径。
构建新发展格局是对过去单一国际大循环发展战略的超越。国际大循环发展格局以比较优势理论、要素禀赋理论、竞争优势理论和新贸易理论等古典、新古典经济发展理论为指导，学界对其进行了理论溯源与经验探讨，部分学者创造性地提出了国内大循环的发展构想。
新发展格局以马克思主义政治经济学传统理论为学理内核，具体表现为：在释放内需潜力，化解生产与消费的矛盾中克服资本主义经济危机；打通社会再生产各个环节，以畅通国内经济良性循环为目标，致力于维系全社会再生产的总量与结构平衡；依托技术进步，提高产品与服务的国际价值；以满足人民需要的民生导向，突破全球资本积累体系的束缚；重视劳动者的主体地位，提高劳动者收入，统筹经济发展、人的进步与社会和谐。
新发展格局是习近平经济思想的重要理论成果，继承并创新了中国特色社会主义政治经济学，其中，新时代我国社会主要矛盾转化理论丰富了其理论基础，主要体现在：满足人民日益增长的美好生活需要，回应不平衡不充分发展难题，顺应经济高质量发展逻辑。另外，新发展格局在国内循环与国内国际双循环、扩大内需与供给侧结构性改革、发挥市场决定性作用与更好发挥政府作用、虚拟经济与实体经济以及高水平开放与注重安全这五对辩证关系中实现了理论创新。
在科学把握新发展格局的学理基础与理论创新的基础上，探讨其未来发展的基本路径，我们需要将理论、历史与现实相结合，从生产、流通、分配、消费等各领域出发，以改革创新为动力，以更加主动、开放的态度畅通国内经济循环，实现国内国际双循环相互促进。

With the development environment at home and abroad and the profound changes of China's own factor endowment, the international large-cycle development dynamic energy of "two ends in the outside, big in and out" is obviously weakened, the disadvantages gradually appear, while the domestic large-cycle is becoming stronger, and the potential of the domestic market is constantly released. The Party Central Committee actively researches and judges, seeks changes, proposes a strategic decision to gradually form a "new development pattern with the domestic cycle as the main body and the domestic and international dual cycles mutually promoting each other", and promotes systematic and profound changes in my country's development pattern. Under this background, it is necessary to dig deep into the theoretical basis of the new development pattern, explore theoretical innovation, and try to explore the future development path under the guidance of Marxism.
Speeding up the construction of a new development pattern is a transcendence of the development pattern of single international cycle in the past. The pattern of international circular development is guided by classical and neoclassical economic theories such as comparative advantage theory, factor endowment theory, competitive advantage theory and new trade theory and so on. In the process of reflecting on its theoretical origin experience, the academic circle has given birth to the development idea of constructing the domestic big cycle.
New development pattern takes traditional Marxist political economics theory as the core, which is mainly embodied in: overcoming the capitalist economic crisis by releasing the potential of domestic demand and resolving the contradiction between production and consumption; opening up all links of social reproduction, aiming at smoothing the virtuous circle of the domestic economy, and devoting to maintaining the total and structural balance of reproduction in the whole society; relying on technological progress to improve the international value of products and services； meeting people's needs and livelihood as guidance, breaking through the constraints of the global capital accumulation system;  paying attention to the main position of workers, improving workers' income, and coordinating economic development, human progress and social harmony.
New development pattern is an important theoretical achievement of Xi Jinping's economic thought, inherits and innovates the theory of socialist political economy with Chinese characteristics, conforms to the theoretical logic of the transformation of the main contradictions of the new era, follows the law of meeting people’s needs for a better life, responding to the problem of unbalanced and inadequate development, and improving the quality of socialist economy. Furthermore, the theoretical innovation has been realized in the five dialectical relationships between virtual economy and real economy and high level of openness and security.
On the basis of grasping the theoretical basis and theoretical innovation of new development pattern, it is necessary for us to follow the theoretical logic, historical logic and realistic logic, start from the fields of production, circulation, distribution and consumption, take reform and innovation as power, open the domestic economic cycle with more active and open attitude, and realize the mutual promotion of domestic and international double-circulation.
