科技期刊由于报道内容的专业性、传播对象的小众化,在经营规模和经济实力方面也处于“散、小、弱”的状态。我国科技期刊产业盈利能力低下,科协主管的科技期刊平均每刊总收入仅为61.5万元/年,收入略大于支出。我国科技期刊的学术水平不高,发行量低,可读性不强,几乎没有国际知名刊物。管理体制方面也存在主管主办权属关系混杂、资源分散、配置低效、重叠办刊等现象。本文在具体分析我国科技期刊产业现状的基础上,探讨科技期刊市场化运营的对策。我国科技期刊市场化运营的外因是政策的推动,新闻出版总署计划于2011年年底前完成非时政类报刊出版单位的转制工作,科技期刊已经被纳入了经营性文化产业。市场化运营的内因是我国科技期刊自身生存发展的迫切需要,是面对激烈国际竞争的必由之路。我国科技期刊市场化运营的对策包括以下三个方面:1.加强科技期刊内容的竞争力:首先,要找准科技期刊市场定位、明确受众和市场;要抓住“小众”市场里面的大发行量期刊,重视行业期刊、会刊的发展;要重视科普期刊的发展,实现“小众”科技期刊的“大众”化。此外,要在明确市场定位的基础上充分了解受众的阅读需求,加强选题策划,加强期刊的导向功能。2.加强营销能力:要高度重视发行工作(一次售卖),组建专业的发行公司。逐步实现卖广告(二次售卖)、卖品牌(三次售卖)。同时应注意提高营销管理水平,避免各营销环节的衔接不当,引入项目管理模式。3.集团化:集团化是我国科技期刊市场化的必由之路。首先要成立科技期刊出版集团,以区域或行业整合资源,构建专业化的科技期刊产业链。探索建立跨媒体的科技出版集团(期刊、图书、报纸、电视、广播),最终走向国际,实现立足本土的国际化战略。恰逢我国全面推进文化产业体制改革的宏观政策背景,迎来了一个难得的振兴中国科技期刊的历史机遇。做强中国的科技期刊,走市场化道路是大势所趋。期待着经过几代科技期刊工作者的共同努力,脚踏实地地实现学术报国、出版惠民的远大目标! |

There exist the problems of deconcentration, smallness and weakness in operation scale and economic power of scientific periodicals because of the specialty in content and the limitation in readers. National scientific periodicals publishing industry has low Profitability, and general income of each scientific periodical sponsored by Chinese Association for Science and Technology is only 615,000 Yuan per year and is just slightly larger than the output. National scientific periodicals have low academic standards, circulation, and readability and there is almost no one international famous journal in China. There also exist the phenomena of affiliated sponsorship, scattered resources, inefficient allocation and publishing duplication in management system. Approach on market-oriented operation of national scientific periodicals is discussed in this dissertation on the basis of specifically analyzing the state-of-the-art of national scientific periodicals publishing industry.The external cause of market-oriented operation of national scientific periodicals is the impetus of government’ policy——General Administration of Press and Publication of China has made the plan to complete the task of system transformation of non-political publishing house before December, 2011, and thus scientific periodicals are taken in market-based culture industry. The internal cause is the urgent requirement of survival and development, and marketization is the only solution to succeeding in intensive international competition.The approaches to succeed in market-oriented operation should take the following three aspects into account. 1. Increase the competitiveness of periodical content: firstly, determine market and reader orientation and refine readers group; secondly, put emphasis on periodicals with high circulation in specific readers group and strengthen journals of trade and association; thirdly, promote the development of popular science journals and popularize the specific scientific journals to the general public. Besides, publishers should catch the requirement of readers, attach weight to subject planning and exert the guidance effect. 2. Enhance marketing abilities:attach weight to publication and form publishing company (primary sale); realize the sale of advertisement (secondary sale) and brand (tertiary sale) step by step; and raise the marketing and management, avoid unsuitable connection among segments and import project management. 3. Integration: this is the inevitable solution to marketization. Establish publishing group to combine resources by area or trade and form professional industry chain of scientific periodicals. Organize publishing group across media (namely journal, book, newspaper, TV, and broadcast) and achieve international strategy on the foundation of national market.The macro policy of culture industry system reformation offers a distinct historic opportunity to revitalize national scientific periodicals. Prospering national scientific periodicals and enforcing marketization have become general trends. I’m sure the goal of dedicating to nation with academics and benefiting public with publication will definitely achieved under joint efforts of scientific periodicals publishing personnel over generations. |
