政府和社会资本合作（PPP）模式作为扩大政府公共产品供给的重要方式，不仅促进了我国高效政府、服务政府和法治政府的建设，而且牵引着行政体制、财政体制和投融资体制等改革的协同推进。项目融资风险管理是政府和社会资本合作模式的主要内容，是政府和社会资本合作项目顺利落地的重要保障。文献综述中发现国内许多学者和专家对PPP项目融资风险管理问题的研究起步较晚，研究方法以定性研究为主,定量研究较少，所建立的指标体系存在争议，所提供的理论模型适用范围有限。 本文以利益共享理论、风险管理理论、项目融资理论为基础，选取相关软件对文献进行研究，通过计算关键词的频率数明确当前我国PPP项目融资风险管理领域研究的热点和趋势。此外，本文还运用计量分析法分析PPP项目融资风险的影响因素，利用Eviews和Stata等计量软件构建解释结构模型图。通过确立PPP项目融资风险的影响因素，进一步探寻PPP项目融资风险管理存在的具体问题，并选取相关案例进行详细解析。研究发现，我国PPP项目的融资风险包括政治风险、运营风险、经济风险三大类，涵盖十二个主要影响因素；我国PPP项目融资风险管理面临法律法规不完善、风险识别能力不足、专业风险评估机构缺失、风险分担机制不健全等问题；选取贵州省六盘水市地下综合管廊项目作为PPP项目融资风险管理的典型案例，通过分析该项目的运行机制与运营情况，总结项目融资风险管理的相关经验，从而为改善PPP项目融资风险管理状况提供借鉴。 风险识别、风险评估、风险分担和风险应对四个部分作为PPP项目融资风险管理的重要内容，深刻影响了PPP项目建设运营的每一环节。为进一步加快政府职能的转变，我国政府和社会资本需要通过提高融资风险识别能力、健全融资风险评估机构、优化融资风险分担管理体系、完善融资风险应对措施等方法降低PPP项目融资风险，提升PPP项目融资风险管理水平，更好地推进PPP模式的发展。

In the literature review, many scholars and experts in China have started late in research on financing risk management of PPP projects. The research methods are mainly qualitative research, and there are few quantitative studies，The established index system lacks scientific and rationality，and the theoretical model has a limited scope of application. Based on the theory of benefit sharing, risk management theory and project financing theory, this paper selects relevant software to study the literature, and defines the hotspots and trends in the field of financing risk management of PPP projects in China by calculating the frequency of keywords. Using the econometric analysis method to analyze the influencing factors of the financing risk of PPP projects, and using eviews and stata and other measurement software to construct the explanatory structure model map. Through the establishment of the factors affecting the financing risk of PPP projects, the specific problems of financing risk management of PPP projects are further explored, and relevant cases are selected for detailed analysis. The research found that the financing risks of PPP projects include political risk, operational risk and economic risk, covering 12 major influencing factors; PPP project financing risk management faces lack of relevant laws and regulations, insufficient risk identification capability, and lack of professional risk assessment. Institutions and risk sharing mechanisms are not perfect; the PPP project of the underground comprehensive pipe gallery of Liupanshui City, Guizhou Province is selected as a typical case of financing risk management of PPP projects. By analyzing the operation mechanism and operation of the project, the project financing risk management experience is summarized. Leading to deep thinking about the financing risk management of PPP projects. Risk identification, risk assessment, risk sharing and risk response are the important contents of PPP project financing risk management, which deeply affects every link of PPP project construction and operation. In order to further accelerate the transformation of government functions and improve the risk management of PPP project financing, government and social capital need to improve PPP projects by improving financing risk identification capabilities, establishing financing risk assessment agencies, improving financing risk sharing management, and improving financing risk response measures.
