作为国家治理的基石,基层治理的现代化发展对于实现国家治理的现代化目标至关重要。社会治理研究一直关注如何发展基层各类组织的协同作用,使政府管理与基层治理相互融合,实现有效结合。但当前社区存在的矛盾和冲突多数具有聚集性和辐射性,极有可能引起社区居民的不满,造成社区失序,对城市的稳定产生极为不利的影响。因此,切实有效地解决社区利益矛盾和冲突迫在眉睫。 因此,在目前的背景下,将社区建设管理向社区治理转型,创造出一个多元主体共同参与社区治理新模式进行共建、共治、共享,成为社区建设转型的必然选择。社会组织、政府和社区居民等多元主体的积极参与是社区治理创新的源动力,此举不仅是满足居民多样化需求的必要途径,亦有利于社区公共生活的有序运转。将社会组织作为实现国家治理体系和治理能力现代化的有机主体,是最近社区治理研究的热点之一,介入社区并实施参与式治理是一种非常重要的路径,该路径对于推进社区建设体制的改革以及社区治理的创新具有极为重要的意义。 本研究以第三方组织M机构介入北京市Y胡同申请式腾退为案例,借助访谈法、案例研究法等方法,旨在阐明参与式治理的实现路径和实践逻辑,重点探讨社会组织在这一治理形式中的作用和影响。研究发现社会组织参与基层社区自治事务的首要前提是要得到社区居民的信任。获取信任才能打开突破口;协商议事平台的建立是参与式治理的关键。社会组织通过专业化的技术手法,将协商议事导入制度化的轨道,议事平台的建立使得多方使得多方利益主体有了在场表达利益的保障;自主治理的实现是参与式治理的最终目标。自主治理使得居民逐渐具有归属意识,积极地参与社区事务,积极投身于社区治理。 基于以上发现,为社会组织介入社区进行参与式治理的路径提出三点建议:一是要加强沟通,创建互动平台;二是要赋权于民,打造动员网络;三是要完善机制,注重多方合作。实现居民有效参与社区事务,从而化解社区矛盾冲突,达成共识,最终实现社区的民主自治。 |

As the cornerstone of national governance, the modernization of grass-roots governance is very important to achieve the modernization goal of national governance. Social governance research has always focused on how to develop the synergy of various types of grass-roots organizations, so that government management and grass-roots governance can integrate each other and achieve effective combination. However, most of the contradictions and conflicts in the current community are concentrated and radiant, which is very likely to cause the dissatisfaction of the community residents, cause the community disorder, and have a very adverse impact on the stability of the city. Therefore, it is urgent to effectively solve the conflict of community interests. Therefore, under the current background, the transformation of community construction management to community governance and the creation of a new mode of community governance in which multiple subjects participate together for co-construction, co-governance and sharing has become an inevitable choice for community construction transformation. The active participation of multiple subjects such as social organizations, government and community residents is the source of community governance innovation, which is not only a necessary way to meet the diverse needs of residents, but also conducive to the orderly operation of community public life. Taking social organizations as organic subjects to realize the modernization of national governance system and governance capacity is one of the hot topics in community governance research recently. Intervening in communities and implementing participatory governance is a very important path, which is of great significance for promoting the reform of community construction system and the innovation of community governance. This study takes the intervention of a third-party organization M in the application withdrawal of Y Hutong in Beijing as a case. With the help of interview method and case study method, this study aims to clarify the realization path and practical logic of participatory governance, focusing on the role and influence of social organizations in this form of governance. It is found that the primary prerequisite for social organizations to participate in community autonomy affairs is to gain the trust of community residents. Gain trust to open a breakthrough; The establishment of consultation platform is the key to participatory governance. Through professional technical techniques, social organizations introduce consultation and discussion into the institutionalized track, and the establishment of the discussion platform ensures the presence of multiple stakeholders to express their interests. The realization of independent governance is the ultimate goal of participatory governance. Independent governance makes residents gradually have a sense of belonging, actively participate in community affairs, and actively participate in community governance. Based on the above findings, three suggestions are put forward for social organizations to intervene in community participatory governance: first, to strengthen communication and create interactive platforms; Second, empower the people and build a mobilization network. Third, we need to improve mechanisms and focus on multi-party cooperation. To realize the effective participation of residents in community affairs, so as to resolve community conflicts, reach a consensus, and finally realize the democratic autonomy of the community. |
