随着全球化的不断发展,国际竞争日益激烈,吸引外国优秀人才,关注本国人才储备越来越成为各国教育的重要内容,发展资优教育在世界范围内的意义也更加重要。德国柏林资优教育是以德国联邦为主导,在柏林教育、青少年与家庭部的大力推动下,旨在尽可能开发儿童自身潜力的教育。它是德国资优教育的缩影、具有典型性、也独具地方特色。
本文围绕柏林资优教育的兴起与发展、基本定位、方法、核心机构和关键角色以及特点与经验五部分内容对柏林资优教育展开较为系统的研究,希望能够为当前我国政府开展资优教育提供有益参考。根据德国教育及研究部和德国文化部长联席会议等政府部门对资优教育的关注度以及颁布的有关资优教育的政策和规划,德国资优教育的发展分为起步阶段、突破阶段和快速发展阶段。从柏林资优教育的基本定位可以看出,柏林资优教育的服务对象及其政策的出发点是尽可能的保障所有学生不受自身社会背景、经济条件、种族等的影响发挥自身的潜力,获得最适合自己的教育。柏林资优教育的培养方法包含校内和校外两方面。一方面从学校内部,包括差异性教学、学业进程加速制、课程充实制、建立小学网络,设立特殊班级和心理咨询六方面 进行了分析;另一方面从学校外部,包括区域资优生小组、大学预备课程和暑期项目三方面进行了分析。柏林资优教育的核心机构包括联邦教育及研究部、柏林教育、青少年与家庭部、基金会和协会,教师和家长是资优生的发展过程中至关重要的两个角色。柏林资优教育主要有以下三个特点:柏林政府对资优教育的导向作用日益增强,柏林资优教育越来越关注少数群体的资优生发展以及注重联动的社会网络建设。

With the continuous development of globalization, international competition has become increasingly fierce, attracting foreign talents, and paying attention to the country’s talent pool has increasingly become an important part of education in all countries. The importance of developing gifted education in the world is also more important. Germany’s gifted education in Berlin is led by the German Federal government, under the intensive promotion of the Ministry of Education, Youth and Family in Berlin, aiming to develop children’s potential as much as possible. It is the epitome of Germany’s gifted education, typical and unique.
This paper conducts a systematic study on Berlin gifted education based on the following five parts, hoping to provide a useful reference for China's current government to carry out gifted education. An introduction to the research achievements of gifted education in Germany and Berlin has made the summary and analysis and related data, at the same time introduced the selected topic significance of this study and the research design, defines the "gifted students (children)" and "gifted education" two keywords. The first chapter expounds the Berlin the emergence and development of gifted education, according to the German education and research, and Germany's culture minister, joint conference and government departments issued by the ministry of the awareness of gifted education and about gifted education policy and planning to the development of gifted education in Germany is divided into early stage, stage of breakthrough and rapid development stage, and has carried on the concrete analysis. The second chapter is the basic positioning of the interpretation of gifted education in Berlin, Berlin is analyzed emphatically, the service object of gifted education and its policy of starting point, we can find that the principle is of all kinds of measures as much as possible to ensure all students from their social background, economic condition, the influence of race and play their own potential, to obtain the most suitable for their own education. The third chapter is the cultivation method of Berlin gifted education. On the one hand, this paper analyzes six aspects of the school, including differential teaching, acceleration of academic progress, enrichment of curriculum, establishment of primary school network, establishment of special classes and psychological consultation. On the other hand, it analyzes the outside of the school, including the regional gifted students group, the preparatory course of university and the summer program. The fourth chapter is the safeguard measure and key role of Berlin gifted education. From policy, funds and institutional guarantee three gifted education support system, analyses Berlin from two roles of teachers and parents, analyzed how to better promote the development of gifted student. The fifth chapter summarizes the characteristics of Berlin gifted education. On the one hand, the Berlin government plays an increasingly strong role in guiding gifted education. On the other hand, gifted education pays more and more attention to the development of gifted students of minority groups and the construction of interconnected social networks.
