随着微博平台的兴起和普及，公众开始越来越重视利用这一网络平台参与政治社会生活，发表对公共事务及社会热点的看法，从而催使政府开始重视微博平台。政务微博作为一种社会管理的创新手段，有着成本低、反馈快、承载量大、自由度高等优点。本文分析了政务微博对社会管理创新主体和方式的影响，梳理了其促进社会管理创新过程中面临的一些问题，并提出了对策建议。本文认为：（1）政务微博拓展了社会管理的主体，使民众、社会力量充分参与到社会管理之中，迅速表达民意、集合民间智慧、监督政府工作，为促进社会管理创新向更为多元化、开放化的转变创造了平台和条件。（2）政务微博延展了社会管理创新的方式的内涵和外延，成为政府机构了解民意、体察民情的交流平台，同时也成为公共服务的新平台，促进了执政机构与民众的沟通，提高了社会管理透明度；社会管理方式向服务型、信息化方向的转变。当前政务微博运营存在的主要问题是：政务微博自身存在一定局限、政务微博运营缺乏规范以及运营人员媒介素养较低等。对此，本文建议协调政务微博与各种媒体渠道的关系，建立政务微博运营规章规范，同时提升政务人员媒介素养，提高政务微博工作效率，发挥其最大潜力，从而推进中国社会管理创新的发展。

With the rapid development of the micro-blog platform, the public began to pay more attention to the use of this social network platform to participate in the political life and give suggestions for public affairs. It pushes the government to pay highly attention on the government micro-blog. As a new way of social administrative innovation government micro-blog has the characteristics of low cost，fast feedback and high level of activity and high degree of freedom. This paper analyzes the influence of government micro-blog on social management innovation including the subjects and methods. Then it discusses the problems which government faces on government micro-blogs, and provides suggestion and solutions. This paper demonstrates that (1) government micro-blog expands the subjects of social management which enables the public, social sectors to participate in social management with expressing opinions, folk wisdom, supervising government’s work. It also provides the opportunity that social management innovation could be more diversified and open. (2) Government micro-blog expends the internal and external meaning of social management innovation. It’s becoming a new platform for government to understand people, communicate with the public, and timely collect public opinions in order to improve social management transparency. Additionally, social management shows the development of service-oriented management and informatization.Currently the main problems of government micro-blogs are some shortage of government micro-blog, the lack of operational norm and media literacy awareness. Therefore, this paper suggests that government micro-blog government should coordinate the relationship between government micro-blog and other media channels, enhancing the officials’ media literacy and capability of micro-blog operation. It also suggests that government should communicate with all parties actively and attach great importance to the opinion leaders and government micro-blogs in the face of emergence in order to promote the development of China's social management innovation.
