网约车的兴起和普及，极大地改善了乘客的乘车体验，为乘客提供了更为便捷的个性化出行选择，深得人民群众的欢迎和喜爱。网约车不但是“互联网+传统产业”在交通运输领域的重要体现，更是“共享经济”的实践应用。它通过互联网和大数据技术解决出行服务提供方和乘客的信息不对称问题，又盘活了社会上的闲散资源。但是，新生事物的发展必然伴随着问题的出现。网约车的发展不但关系到群众的出行、新业态的未来、群众的就业，更关系到社会的稳定，社会普遍希望政府能及时出手将网约车纳入法律范畴。在这种背景下，国家有关部委出台了国家层面的网约车管理政策，之后各地纷纷出台地方细则。然而，通过从政策的施行效果和社会公众的反馈意见等方面来看，地方的管理细则非但未能有效规范网约车发展，反而引生一系列新问题。网约车管制政策实施一年多以来，社会各界开始反思当前的政府管制政策是否有利于网约车行业的健康发展。 本文以珠海市网约车的发展情况及当地政府的管制政策为主要研究对象，主要内容包括:一是对网约车的概念、分类和特征进行分析;二是阐释了政府管制的相关传统理论，为后文分析如何优化网约车政府管制研打好理论基础;三是论述政府对网约车行业进行管制的必要性以及对珠海等地网约车管制政策进行比对分析;四是以问卷调查、专项访谈等方式了解社会大众对网约车管制措施的诉求、剖析当前管制政策的实施效果，从问题导向、需求导向的角度剖析当前政府管制政策的弊端;五是针对问题提出优化管制的建议，包括思路上的创新和具体措施的改善。

The online-reservation-taxi is a new travel mode which is popular in China since recent years.Nowadays most cities have allowed the online-reservation-taxi access the transportation market in order to provide more choices for people due to traditional taxi service appear more and more problems.Online-reservation-taxi is not only a big change in transportation market with “Internet+”trend but also a practice of “sharing economic”concept.One side,it reduces the information asymmetry between passengers and drivers by “cloud computing”,which improve travel efficiency.And it also plays a very important role in coordinating social resources and increasing employment.But many problems have attract our attentions.For instant, competition with low price dumping; passengers personal safety could not be guaranteed. The society generally hopes that the government will promptly take net dating vehicles into the legal category. In this context, the relevant national ministries and commissions issued a national-level online-reservation-taxi management policy. Since then, local regulations have been issued throughout the country, which has led to in-depth discussion in various sectors of society. This article focuses on the development of Zhuhai City online-reservation-taxi and the local government's regulatory policies. The main contents include: First, the analysis of the concept, classification, and characteristics of the network vehicle; Second, it explains the traditional theory of government regulation. Afterwards, we will analyze how to optimize the theoretical basis for the development of online-reservation-taxi government regulation and control. Third, discuss the necessity of the government's regulation of the online-reservation-taxi industry and the comparative analysis of the policies for approving vehicles in Zhuhai and other places. IV. Questionnaire survey , special interviews and other methods to understand the public appeal of the online-reservation-taxi government's manegement and control measures, analyze the implementation.of the current regulatory policy, from the perspective of problem-oriented, demand-oriented analysis of the current government regulatory policy drawbacks; Fifth, the proposed optimization of the problem of the proposed control , including ideas for innovation and improvement of specific measures.
