2020年6月全国人大审议通过的新修订《中华人民共和国档案法》新增章节“档案信息化相关内容”，这是档案工作立足时代发展，契合国家治理体系和治理能力现代化发展要求，也充分反映出档案数字化的重要性。随着以大数据、5G、区块链等新一代信息通信技术的应用普及，城建档案馆数字化应运而生，通过提供城建档案信息服务来满足时代对城建档案工作提出的新要求与新内容。城建档案馆数字化的工作内容包含了城建档案的收集整理、鉴定保管、保护利用等诸多环节，是一项复杂全面的系统性工程，为此将城建档案数字化外包作为一种普遍选择。但是，如何通过城建档案馆数字化外包各环节的风险防控来把控最终的城建档案数字化的输出质量，以高质的城建档案服务满足社会大众的利用需求，成为迫切需要解决的现实问题。

      本文从公共管理学中的委托代理理论角度出发，通过对北京市城建档案馆、城建类档案数字化代理服务机构进行访谈调研，找出当前在城建档案馆数字化外包过程中存在的委托代理风险，提出北京市城建档案馆数字化外包风险防控的建议。本文认为，北京市城建档案馆数字化外包的风险主要表现为城建档案馆对代理方的信息掌握不充分、代理方对城建档案馆未履行全部承诺。本文提出，北京市城建档案馆可通过强化城建档案馆数字化外包工作风险意识、健全城建档案馆数字化外包机制、改善城建档案馆数字化外包服务信息沟通、加强城建档案馆档案数字化的复合型人才培养等措施，提高城建档案馆数字化质量，提升城建档案利用服务满意度，为城市建设发展和政务服务数据交互发展提供可参考的建议。

         In June 2020, the National People's Congress deliberated and approved the newly revised "Archives Law of the people's Republic of China", in which a new chapter "relevant contents of archives informatization" was added, which not only reflects the development of archives work based on the times and in line with the requirements of the modernization of national governance system and governance capacity, but also fully reflects the importance of archives digitization. With the application and popularization of new generation information and communication technologies such as big data, 5G and blockchain, the digitization of urban construction archives has emerged. In order to meet the new requirements and new contents put forward by the times for urban construction archives, urban construction archives information service is provided. The digitization of urban construction archives involves many links, including the collection, identification, storage, protection and utilization of urban construction archives, which is a complex and comprehensive system project. Therefore, the digital outsourcing of urban construction archives has become a common choice. However, how to control the output quality of the final digital archives of urban construction archives with the help of risk prevention and control of all links of digital outsourcing of urban construction archives, and meet the utilization needs of the public with high-quality urban construction archives services has become an urgent practical problem to be solved.

           In this paper, from the perspective of principal-agent theory in public management, through the interview and investigation of Beijing urban construction archives and urban construction archives digital agency service company, the risks existing in the process of digital outsourcing of urban construction archives are found,suggestions on risk prevention and control of digital outsourcing of Beijing urban construction archives are put forward. This paper argues that the risks of digital outsourcing of urban construction archives in Beijing are mainly manifested as insufficient information of urban construction archives to agents, failure of agents to fulfill all their commitments to urban construction archives. And this paper also proposes that Beijing urban construction archives should strengthen the risk awareness of digital outsourcing of urban construction archives, perfect the digital outsourcing mechanism of urban construction archives, and improve the information communication of digital outsourcing services of urban construction archives, strengthen the cultivation of digital inter-disciplinary talents of urban construction archives, improve the digitization quality of urban construction archives, enhance the service satisfaction of urban construction archives, thus providing referential suggestions for urban construction and development and interactive development of government service data.
