职业教育集团是我国职业教育发展的组织创新,20世纪90年代以来,我国职业教育集团建设获得了快速的发展,实行职业教育集团化办学,推进了工学结合、校企合作、顶岗实习,实现了学校、企业与行业的共同发展,促进了职业教育资源整合和优势互补,推动了职业教育的区域合作和城乡合作,提高了职业教育的办学质量和办学效益,增强了职业教育服务经济社会发展的能力。本文第一章说明了研究背景、研究意义及研究方法。文章在归纳总结的基础上对职业教育集团的概念进行了界定,对国内外职业教育集团的运行模式进行了比较研究。通过对当前我国职业教育集团运行中存在的问题进行分析,提出了职业教育集团化办学的有效运行机制——“双主体”的运行机制,即:在政府主导下,企业和职业院校都作为办学主体,以理事会的形式参与专业建设、学生培养、实习就业、社会培训的办学全过程,负责日常的运营管理,形成利益共享风险共担的共同体。文章以北京交通职业教育集团为案例进行个案研究,对北京交通职业教育集团管理模式及运行模式的实践进行了总结,并对职业教育集团框架下“双主体”办学模式产生的效果进行了分析,提出“双主体”办学实践中需要解决的问题及政策建议。文章立足于对职业教育集团化办学的有效运行机制的探索与创新,完善职业教育集团化办学的理论体系,推动职业教育集团化办学的实践研究,为教育行政主管部门制定促进职业教育集团化办学的相关政策提供参考,为国内职业教育集团发展提供理论指导,引导社会对职业教育集团加强关注。

Vocational Education is development of organizational innovation of vocational education in China. Since 2005, the construction of Vocational Education in China has developed rapidly. The implementation of vocational education group sponsoring has promoted the combining of learning with working, the school-enterprise cooperation, practicing on the job. On the other hand, it has achieved the common development of business and industry, and promoted the integration of resources and complementary advantages of vocational education, promoted regional cooperation and urban-rural cooperation in vocational education, improved school quality and efficiency of vocational education, enhanced the ability how vocational education service for economic and social development.The first chapter describes the research background, significance and research methods. The article defines the overview of the vocational education group based on summarizing, and makes a comparative study on the mode of operation of the vocational education group at home and abroad. The article proposes the effective operation of the mechanism of the vocational education group which is called "double main operating mechanism by analyzing the existing problems in the running of the current vocational education group in China that means: under the guidance of the government, enterprises and vocational schools participates in the whole process of professional development, student training, practice and employment, social training as the major part of running schools, are responsible for the day-to-day operational management, and forms the community of profit and risk sharing.The article makes a case study by taking Beijing Vocational Education Group as a case, summarizes the practice of the management mode and the running mode of Beijing Vocational Education Group, and analyzes the effect of "double subject" mode under the framework of vocational education collectivization. Then it proposes the problems needed to be resolved and the policy recommendations.The article is based on the exploration and innovation of effective operation mechanism of the vocational education group which is in order to improve the theoretical system of the vocational education group, to promote the study of the practice of vocational education group, to provide the reference to the governments when they make the relevant policies to develop the promotion of vocational education collectivization, and to guide social vocational Education Group increased attention to the vocational education collectivization.
