社会组织党建是推进基层党组织建设工作的重要一环,也是党组织粘合社会组织、整合社会资本的必经之路。社会组织党建不仅能使党组织巩固执政地位和权威,而且能实现社会组织的良性发展。加强社会组织党建一直是党和政府重视的工作。2015年,中共中央办公厅发布指导性文件《关于加强社会组织党的建设工作的意见(试行)》,这一战略性文件为社会组织党建工作的开展提供了顶层设计和制度保障。2023年,中共中央、国务院提出建立中央社会组织工作部,确立了社会组织党建工作的主心骨。

目前,已有研究对社会组织党建工作的宏观必要性和微观正确性进行了较为充分的讨论。但党建如何促进社会组织绩效提升的完整解释机制,尚有一定拓展空间。另外,已有研究证实党建对社会组织发展的促进程度存在地区差异,但尚未有研究论述党建工作对社会组织绩效的影响是否存在异质性。

本文基于嵌入性理论、资源依赖理论和社会资本理论,分析党建工作对社会组织绩效的影响情况,并基于资源效应和解释效应提出党建工作提升社会组织绩效的作用机制。在研究方法上,本文采用定量分析方法和访谈法,综合已有研究提出解释变量和被解释变量的测量指标,并进行回归分析。实证结果表明:第一,党组织活动频次对基金会绩效提升有显著的促进作用,党组织成员个数与基金会绩效提升之间的关系并不显著。根据访谈结果,党组织通过规律开展有基金会特色的党组织活动,为基金会注入拓展性资源和组织性资源,从而促进基金会绩效提升。而基金会中党员大多具有“双重”身份,这导致他们认同感不高,“关键党员”作用局限于教育和凝聚党员等方面,并不具备资源注入作用,因而党组织的解释效应路径失效,无法显著促进基金会绩效的提升;第二,党建工作对基金会绩效的提升并不存在显著的异质性差异,这是因为,社会组织党建工作标准化、规范化开展,党组织通过资源路径和解释路径对基金会的促进作用并不存在地区化差异。

本文根据实证结果和访谈内容,提出探索党组织嵌入多元路径,实现党组织和基金会的“共振效应”;开展基金会使命导向的党建活动,持续广泛向基金会注入资源;加大基金会党组织的吸纳力度,加强党员业务能力和综合素质等政策建议。

The Party Building in Social Organizations is an important part of promoting the construction of grassroots party organizations, and it is also a necessary path for party organizations to bond social organizations and integrate social capital. Party Building in Social Organizations can not only consolidate the ruling position and authority of party organizations, but also achieve the healthy development of social organizations. Strengthening the Party Building in Social Organizations has always been a task that the Party and the government attach great importance to. In 2015, the General Office of the Central Committee of the Communist Party of China issued a guiding document titled "Opinions on Strengthening the Party Building Work of Social Organizations (Trial)". This strategic document provides top-level design and institutional guarantee for the development of Party Building in Social Organizations. In the report of the 20th National Congress of the Communist Party of China, it was emphasized that "a rigorous organizational system is the advantage and strength of the Party... It is necessary to strengthen the Party's construction in social organizations". In 2023, the Central Committee of the Communist Party of China and the State Council proposed the establishment of the Central Department of Social Organization Work, which established the backbone of social organization party building work.

At present, there has been a thorough discussion on the macro necessity and micro correctness of party building work in social organizations. However, there is still some room for expansion in the complete explanation mechanism of how party building promotes the improvement of social organization performance. In addition, research has confirmed that there are regional differences in the promotion of party building on the development of social organizations, but there is no research to discuss whether there is heterogeneity in the impact of party building work on the performance of social organizations.

This article is based on embeddedness theory, resource dependence theory, and social capital theory to analyze the impact of party building work on social organization performance. Based on resource effects and explanatory effects, a mechanism is proposed for party building work to improve social organization performance. In terms of research methods, this article adopts quantitative research methods and interview methods, integrates existing research to propose measurement indicators for explanatory variables and dependent variables, and conducts regression analysis. The empirical results indicate that: firstly, the frequency of party organization activities has a significant promoting effect on the performance improvement of foundations, and the relationship between the number of party organization members and the performance improvement of foundations is not significant. According to the interview results, party organizations regularly carry out party organization activities with the characteristics of the foundation, injecting expanding and organizational resources into the foundation, thereby promoting the performance improvement of the foundation; Most party members in the foundation have a "dual" identity, which leads to a low sense of identification. The role of "key party members" is limited to education and gathering party members, and does not have a resource injection effect. Therefore, the explanatory effect path of the party organization is ineffective, which cannot significantly promote the improvement of the foundation's performance; Secondly, there is no significant heterogeneity in the improvement of foundation performance by party building work. This is because social organizations carry out standardized and standardized party building work, and there is no regional difference in the promotion effect of party organizations on foundations through resource and explanation paths.

Based on empirical results and interview content, this article proposes to explore the multiple paths of embedding party organizations and achieve the "resonance effect" between party organizations and foundations; Carry out mission oriented party building activities for the foundation and continuously and extensively inject resources into the foundation; Increase the absorption of party organizations in the foundation, strengthen the professional ability and comprehensive quality of party members, and other policy recommendations.
