城市轨道交通已成为当今各国解决城市交通拥挤最有效的手段。然而由于其具有较为封闭、人群聚集量大、公众疏散困难等特点，城市轨道交通已经成为恐怖主义分子袭击的重要目标。 本文结合北京以地铁为代表的轨道交通发展现状，运用恐怖主义及其治理的现代理论，结合世界各国轨道交通的反恐经验，依托作者工作实践与经验，选择公安的研究视角，重点阐述地铁反恐系统中公安部门应把握的主要原则、内容及相关配套措施等方面进行分析，紧密围绕建立高效、合理、现代的轨道交通反恐体系的目标，针对北京轨道交通发展中出现的问题，提出构建北京城市轨道交通反恐体系的对策。

Urban rail traffic has become the most effective way to solve the urban traffic jam issue in all countries. Featured by close environment, high people density and difficulty to evacuate, the urban rail traffic system has also become one of the important targets attacked by terrorists. This paper presents the theories of terrorism and its governance, as well as the author's experiences. First, this paper starts with the current situation of Beijing subway, basic concept of terrorism governance, and then describe and analyzes historical rail traffic’s reference. Then, we presents how to establish Beijing subway antiterrorism architecture, based on the current situation of Beijing subway from the point of Beijing Police department. Finally, several comments and suggestions are proposed for the existing system.
