烈士是为了保护国家安全、财产和集体财产以及公民生命财产安全勇敢献身，是值得后人敬仰的人民英雄。烈士褒扬是对烈士进行纪念活动和歌颂，是教育、鼓舞和激励全社会传承献身精神的政治和社会行为。烈士褒扬工作历史久远、政治鲜明、与时俱进、富有传统。我们国家的烈士褒扬制度历史悠久，它是随着军队和国家的产生而产生的，伴随经济和社会的发展而发展。在二十一世纪，做好烈士褒扬工作，对培养整个民族的意识和凝聚力，促进社会主义文化大繁荣，建设和谐社会主义具有重要的意义。烈士纪念设施的管理保护工作是烈士褒扬工作的重要内容。烈士纪念设施就是为了纪念烈士而建设的设施，包括烈士陵园、纪念塔、纪念堂、纪念碑等。烈士纪念设施是传承烈士精神，对广大人民群众尤其是青少年进行共产主义、爱国主义和集体主义教育的重要场所，是开展纪念烈士活动的重要阵地。我们党和国家一直高度重视烈士褒扬工作，各级党委和政府为了深切缅怀先烈们，修建了很多烈士纪念设施。现在，河北省拥有县级以上的重点烈士纪念建筑物保护单位110个，其中全国重点烈士纪念建筑物保护单位10个和省级重点烈士纪念建筑物保护单位16个；全省有分散的烈士纪念设施1445处，分散的烈士墓 45647座。近年来，在各级党委、政府的领导和民政部的正确指导下，全省各级民政部门狠抓分散烈士纪念设施建设与管理，取得了良好的社会效果。今年春节期间，胡锦涛总书记在我省保定市视察民政工作时对河北省烈士纪念设施管理保护工作给予了充分肯定。随着时间的推移，烈士纪念设施管理保护政策不断完善，烈士纪念设施的数量和在空间上的分布都发生了很大的变化，随之时代也赋予了它新的社会功能。本研究以河北省为例，把建国以来的历史分为建国初期、1978年至1986年、1987年至1995年、1996年至2005年、2006年至2011年五个时期，研究每个时期烈士纪念设施在管理保护政策、数量、人员、财政投入方面的特点，运用GIS技术，分析烈士纪念设施在时空上的演变过程和特征，对河北省烈士纪念设施的历史及现状做全面了解，经过分析，河北省烈士纪念设施的发展总体来讲，在经历了起步期，稳步发展期和成熟加强期后，在数量、管理人员和经费的投入上都是由少到多，由弱到强。管理更加规范，规划更加科学，整体面貌越来越好。

Martyrs are worthy of admiration to the people’ heroes, because they devote their life to protect the national security, property and collective property, as well as citizens’ lives and property. Commending martyrs is to mark the martyrs’ anniversary and praise, as the same time, it is a political and social behavior of educating, inspiring and motivating the whole society. The work have some obvious features, including a long history, distinct political, advance with the time and be rich of tradition. Our country’s commending martyrs system has a long history, it is set up with the army’s and the state’s founded, as well as, it is development with the produce of economy and society. In the twenty-first century, the works have great significances to cultivate the whole nation’s consciousness and cohesion, promote the prosperity of socialist culture and build harmonious socialist. The martyrs memorial facilities management and protection is an important content of the commending martyrs. Martyrs memorial facilities are to commemorate the martyrs, including the martyrs’ cemetery, memorial and so on. The martyrs’ memorial facilities are an important place to heritage the martyrs’ spirit; educate the people especially the young people. Our Party and country has always attached great importance to the commending martyrs, the Party committees and governments build many martyrs memorial facilities in order to memory the martyrs.Hebei province is the old revolutionary base areas. Now, Hebei province has 110 martyrs of building protecting unit at or above the country level, which has 10 martyrs of building protection unite at state level and 16 martyrs of building protection unit at province level, while the province has 1445 dispersed memorial facilities and 45647 scattered martyrs’ tombs. In recent years, under the correct guidance of the Party committees, governments and the Ministry of Civil Affairs, the province’s civil affairs departments pay attention to the construction and management of the martyrs’ facilities, and achieve good social effect. During the Spring Festival of this year, President Hu Jintao to inspect the civil affairs in Baoding province affirmed the work of management and protection the martyrs’ memorial facilities.With the passage of time, the policy of martyrs’ memorial facilities is perfect, the numbers and distribution have undergone great changes, and the era gives it a new social function. This study takes Hebei province as an example, divide the China history into five periods, such as early in initial state, from 1978 to 1986, 1987 to 1995, 1996 to 2005 and 2006 to 2011.And then, the paper study the characteristics of protect policy, quantity, personnel and financial input in each period. Analyze the evolution and characteristics of the martyrs’ memorial facilities in time and space by using GIS technology. Then comprehensive understanding of the history and current situation of the martyrs memorial facilities in Hebei province. This paper’s study is in order to find the existence problems, and put forward some feasible suggestions.
