在我国重点发展学前教育,促进学前教育的普及背景下,学前教育的均衡发展问题变得十分重要。要让学前教育发展更为均衡,如何将紧缺的学前教育资源进行合理而高效的配置变得尤为重要。因此,如何进行学前资源的配置成为各级政府尤其是县级政府面对的难题之一。 本文选择西北民族地区L州H县为个案对县域学前教育资源配置现状进行了深入的探讨。研究计算分析了2011-2016年该地区学前教育配置效率,分析了当地社会因素对该地学前教育配置现状的影响,发现H县学前教育资源配置存在以下问题:学前教育资源配置效率不高,城乡不均衡;学前教育资源不足和资源浪费现象共存;学前教育资源配置效果表现为“量变”大于“质变”;学前教育资源配置受多种社会因素影响,政府配置选择难度大。基于此,研究提出了教育资源配置的优化路径,以希推进该地的学前教育发展,为民族地区学前教育资源配置提供借鉴之处。具体建议如下:政府继续推进地区经济发展,增加教育资源供给;学前教育资源配置继续向农村学前教育倾斜;继续加大对学前教育的投入,推进学前教育普及;在普及学前教育的过程中也要同步提升幼儿园整体质量;逐步提升民众对学前教育的重视程度。
外文摘要:
On the background of our Country’s strongly developing preschool education and promoting the popularity of preschool education, the balanced development of it becomes even more important. To achieve this, it is vital to allocate the scarce preschool education resources reasonably and efficiently. Therefore, a problem that the government at all levels , especially county-level government have to face is how to allocate the preschool education resources. Through deeply discussing of the problem in H county L Region, which belongs to Northwest Minority Areas, calculating and analyzing its efficiency of preschool education resources allocation from 2011 to 2016, summarizing the present situation of the local preschool education resources allocation according to the local social factor, find the following problems: There is combined phenomenon of low allocation efficiency, urban-rural imbalance, resources shortage and waste of resources; the result of preschool education resources allocation appears more quantitative change than qualitative change; the preschool education resources allocation is influenced by many social factors, which makes it difficult for the government to allocate. For these problems, this research proposes an optimized path of preschool education resources allocation, hopes to provide reference for the preschool education resources allocation in this region and promote its development. The suggestion is: the government should promote the regional economic development, raise the level of regional economy; the preschool education resources allocation should continue to lean to rural area; continue to increase investment in preschool education; improve the overall quality of kindergarten in the process of popularizing preschool education; gradually enhance people’s attention to preschool education.
