构建完善的对外开放战略、增强自身参与区域和国际竞争的实力是一个国家或地区积极融入经济全球化和区域经济一体化，在国际贸易中取得优势地位的关键。2002年中国与东盟签署了《中国—东盟全面经济合作框架协议》,标志着中国与东盟各国之间的区域经济一体化进入实质性阶段。2010年，中国—东盟自由贸易区各项协议都已生效，作为直接和这一地区相邻的云南省面临重大的发展机遇。从比较优势理论、钻石模型理论、需求偏好相似理论以及区域一体化理论研究出发，在梳理中国—东盟自由贸易区概况、发展缘由、运行机制基础上，从历史、区位以及近年来与东盟各国的经贸关系等几方面分析了云南在自由贸易区中的重要地位与作用。重点研究云南参与自由贸易区发展中所面临的机遇和挑战，认为中缅石油通道建设为云南能源工业兴起和产业结构升级带来重要机遇、自贸区的区域资源开发共享机制为促进云南经济的快速发展提供基础条件、国家推动自由贸易区发展各项优惠政策的实施为云南实现跨越式发展提供充足动力。同时，云南也面临着来自于地区领土争端、霸权主义长期存在；区域政局不稳定和社会不安定隐患；东盟各国经济发展差距大，产业结构重构、贸易互补性差，以及云南自身存在的经济、基础设施、政策和体制等制约问题。针对这些问题，提出云南转变产业发展导向，实现区位优势向经济优势转变；开展制度建设与创新；开展重点项目合作和配套建设，服务于现代商贸；开展资源保护与生态建设等对外开放的战略构想。

Building up perfect opening-up strategy and strengthen its competitiveness of participation in regional and international are the key factors for a country or region to participate in economic globalization and regional economic integration actively, Its also important to achieve dominant position in international trade. China and ASEAN signed the "China-ASEAN comprehensive economic cooperation framework agreement" in 2002,its marked that integration of regional economic between China and ASEAN countries entered a substantive stage. In 2010, the China-ASEAN free trade area ofthe agreements have implemented. Yunnan Province adjacent to the ASEAN directly, so it facing with significant development opportunities.Using the comparative advantage theory, the diamond model theory, demand preference similarity theory and regional integration theory, based on the overview of the carding China-ASEAN free trade area, the causes for the development and the operation mechanism, from the history, location and relationship between Yunnan province and the ASEAN countries with economic and trade, in recent years, author analysis the important status and role of Yunnan in the free trade area, focus on the opportunities and challenges facing, in the development of China-ASEAN free trade area with Yunnan province.Author believes that the construction of China-Myanmar oil channel will brings important opportunities for the rise of the energy industry of Yunnan and upgrade its industrial structure. Regional resources sharing mechanisms of China-ASEAN would provide the basic conditions for Yunnan to promote the economic development rapidly, implement of preferential policies to promote the development of the China-ASEAN free trade area will provide adequate power for Yunnan to achieve leapfrog development. At the same time ,Yunnan facing with some problems from territorial disputes in the ASEAN region, the long-term existence of hegemonism, the hidden danger about political instability and social unrest. The big gap of economic development, the industrial structural remodeling and poor trade complementarity among ASEAN countries'. Also Yunnan facing with some constraint problems such as economy, infrastructure, policy and institutional. At last author provide some strategic visions to against this problems from changing directions for industrial development ,changing regional advantages into economic advantages; carrying out system construction and innovation; cooperation and supporting the construction of key projects, at last implement of resource protection and ecological construction .
