在建设生态文明、美丽中国的时代背景下，开展采煤塌陷地整治研究对煤炭城市转型发展具有重要的理论和实践意义。文章以河北省唐山市为例，基于城市发展视角，剖析城市空间发展需求对采煤塌陷地整治的影响，探讨采煤塌陷地整治与城市发展的关系，总结提出以目标用途为导向的采煤塌陷地整治模式，为唐山市及我国其他煤炭城市采煤塌陷地整治提供参考。主要结论如下：（1）采煤塌陷地整治是人地关系再认识的过程。在生存性需求得不到满足的情况下，塌陷问题没有且也不可能引起人们足够的重视。当采煤塌陷引发的系列负面连锁效应已由简单的土地损毁问题演变为局部的环境问题，最后加重为复杂的经济社会发展问题，这时人们对采煤塌陷地的积极响应在一定程度上成为了城市转型发展的机遇。（2）不同时点的采煤塌陷对城市空间演变影响的程度有所差异。唐山在煤矿基础上形成了城市雏形。1976年以前，因城市规模小，周边土地供应充足，塌陷没有约束城市空间发展需求。改革开放后，唐山市经济重心向城市西北部移动，塌陷制约了城市空间发展需求，科学的治理思路得到了部分实践，少许塌陷地得到了整治。21世纪初期，曹妃甸港区上升到国家战略，唐山经济重心南移，城市空间南向拓展，塌陷地严重制约了城市空间发展需求。在京津辐射动力、自身经济实力、市区转型压力等共同作用下，城市扩展边界内的塌陷地将先后得到有效整治。（3）采煤塌陷地整治与城市发展存在良好的互动关系。采煤塌陷地整治与城市发展在城市经济增长、城市空间拓展、市地结构优化、城乡统筹发展、城市形象提升和社会和谐稳定等方面，存在密切的相互作用关系。在城市发展的内部动力和外在条件的共同作用下，塌陷地得到了有效整治；反过来，塌陷地整治促进了城市发展，通过实体层、经济层和文化层表现出来。（4）将采煤塌陷地整治与城市发展相结合，可以有效促进采煤塌陷地整治。政府主导且以农业开发为导向的传统整治模式，存在治理资金不足、项目质量不高、权力寻租等问题，导致治理工作进展缓慢。目标用途多元性的塌陷地整治为吸引市场或社会投资提供了可能。多方全程参与的管理方法有效推进采煤塌陷地整治的重要措施。（5）应当提倡已目标用途为导向的采煤塌陷地整治模式。采煤塌陷是社会成本与私人成本不一致造成的。市场失灵和政策失灵是采煤塌陷地整治工作进展缓慢的主要原因。围绕塌陷土地的目标用途，运用自然资源与环境经济学思想和方法，构建了市场激励与政府管制相结合的整治模式，对我国矿区土地复垦具有重要的应用价值。唐山市采煤塌陷地整治成功的重要因素是城市发展情景特定和塌陷地阻碍了城市空间扩展路径。另外，唐山市经济实力较为雄厚，这为大规模整治采煤塌陷地提供了经济支持。那些缺乏重大发展机遇和经济基础较弱的煤炭城市，进行类似矿区土地整治不具有直接复制的意义。

The study on coal mining subsided land consolidation plays an important role in the restructuring and development of coal cities especially in the period of ecological civilization of constructing a charming China. Taking Tangshan City as an example, this dissertation discusses the influences on coal mining subsided land consolidation exerted by urban spatial development, as well as the relationship between the consolidation and urban development. Then, this article suggests a consolidation mode based on target uses, which is able to be a reference for the consolidating in other cities. The dissertation gets the following conclusions.(I) Coal mining subsided land consolidation is a process of re-understanding the human-land relationship. And this problem cannot draw people’s attention when needy questions are not resolved. However, when subsided lands leading to many harmful influences such as land destruction and environmental pollution, and resulting in serious social problems, this situation will make people to be striving and create chances for the restructuring of the city.(II) The influences on the urban spatial transformation exposed by subsided areas are various in different periods. The prototype of Tangshan City was formed on the basis of colliery. Before 1976, for the reasons of tiny urban scale as well as sufficient land provision, there were few constraints on urban spatial development from the subsiding. Along with the open policy, the economic barycenter of Tangshan City enlarged toward the northwest and encountered the constraints of the subsiding. And then, a few of subsided lands were consolidated. At the early stage of 21 century, because of the national development of Caofeidian Port, the city enlarged toward the south, and suffered by the subsided lands again. As a result, all the subsided lands located on the margin of enlarging areas are going to be consolidated gradually by its own economic development and restructuring forces plus radiated forces of Beijing and Tianjing urban development. (III)There are interaction relationships between coal mining subsided land consolidation and urban development. These relationships are embodied in the urban economic growth, urban space expanding, urban space optimization, urban-rural intergrated development, urban image enhancing, social harmony and stability,etc.Under the combined effect of the internal dynamics and external conditions, coal mining subsided lands are consolidated well. Conversely,the consolidation promote urban development, manifested by the physical layer, the economic layer and cultural layer.(IV) coal mining subsided land consolidation need to change the traditional ideas and innovative approaches. The traditional consolidation mode has some problems,such as lack of funds, The lower quality of the project, power rent-seeking,Etc. the intended and diverse uses of the consolidation has probability to attract market or social investment.The multiple participation in the whole process of management methods promote effectively the coal mining subsided land consolidation.（V）the intended and diverse uses of the consolidation mode is universal guidance for mining subsided remediation. Coal mining subsided land is caused by inconsistencies of the social costs and private costs. Market failures and policy failure is the main reason for slow progress of the consolidation. Around the intended and diverse uses of subsided land,applying the ideas and methods from natural resources and environmental economics,building the mode of the combination between market incentives and government regulation,has has important application value for mining land reclamation in China.The important factor of successful coal mining subsided land consolidation in Tangshan is that the city development situation is special and the subsided land hinder urban space expansion path. In addition,Tangshan has strong economic basis.Therefore,for those resource-based cities which lack big development opportunities or have subsided land that is far away from radiation zone of cities，mining land reclamation do not have the significance to copy directly.
