随着保障性住房在北京迅速发展,在建设运营过程中,也暴露出一些问题,比如住房位置过于偏远、集中,施工质量问题,配套设施不足,小区管理缺乏系统性等。保障性住房存在的这些问题,在一定程度上很可能导致其向贫民窟的转化,这样不仅不能很好的发挥保障性住房的社会保障作用,还可能造成人为的住房隔离,形成隔离的、封闭的下层阶层聚集区,使城市空间扩张呈现分散化、断裂化,形成阶层隔离,导致阶层间的激烈对抗与社会的长期动荡不安。 本文结合国外、中国香港地区及国内一些省份经验以及相关学者的研究成果,对北京市保障性住房的空间布局、以及后期小区治理原则、治理结构等问题进行分析探讨,旨在通过讨论保障房前期的空间规划布局以及后期的小区管理两个方面,来研究如何避免保障性住房转化为贫民窟,为保障性住房的发展提供一定理论支持,为政府制定相关政策的提供一定的参考,从而促进保障性住房建设及管理的可持续发展。 本文认为在规划布局上,一方面北京的保障性住房可以在郊区建设,采取新镇模式布局,但必须结合城镇体系和发达的公共轨道交通,另一方面可以布局在中心城区,依托便利的交通,各类齐全的生活服务设施和较多的就业机会;同时,应该采取“大混居,小聚居”的阶层融合模式,促进建成由不同阶层人群构成的混居社区,避免大规模集中建设保障性住房而形成“贫民窟”。在小区后期管理方面,政府应该尽快完善相关法律法规,建立各部门联合的联席会议制,探索前期开发与后期管理的协调统一,并聘请大型国有、有品牌、有口碑的物业,提高物业管理水平,同时鼓励扶持社会组织积极参与保障房社会服务。 本文分为七章,主要研究内容简述如下:第一章绪论,主要阐述了研究背景和意义,介绍了研究方法和思路,论述了研究的主要内容。第二章主要介绍了国内外保障性住房的一些理论。第三章阐述了国内外国家及地区保障性住房的发展历程以及宝贵经验,为北京保障房的建设和管理提供参考。第四章梳理了北京市保障房建设的历程和现状。第五章主要从空间布局以及后期管理两个方面分析了北京市保障性住房存在的问题。第六章通过全文的分析,对北京市保障房在空间布局以及后期管理两个方面提出建设性意见。第七章总结,概述主要结论。

With the rapid development of social housing in Beijing, it also exposed some problems in the process of construction and operation, such as housing location is too remote, concentrated, construction quality problems, inadequate facilities, lack of community management system. To a certain extent, these problems of social housing are likely to lead to becoming slums. If so, social housing can not only play a good protection role of social security, may also cause the artificial housing segregation. It will lead a closed and isolated lower class gathering area and make the expansion of the city space is decentralization and fragmentation. Eventually it will lead to the formation of class isolation, confrontation with different classes and long-time social turbulent. Based on the experience of Hong Kong and abroad and related experts’ research results, the paper analyzed space layout, later community governance principles and the governance structure of social housing in Beijing. It studies how to avoid social housing becomes the slum in order to provide some theoretical support for the development of social housing and to provide a reference for the government, so as to promote the sustainable development of social housing construction and management. The paper argues some opinions in the planning and layout of social housing. On the one hand the Beijing affordable housing can construct in rural areas by adopting a new town mode, but it must be combined with the urban system and the advanced public transportation. On the other hand the Beijing affordable housing can layout in the center of the city, with convenient transportation, all kinds of complete living facilities and more employment opportunities; At the same time, social housing should adopt a "mixed large, small settlements" class integration mode, to promote building mixed community composed of different groups and to avoid large-scale construction of affordable housing which result in slum. In the later period management of district, the government should improve relevant laws and regulations as soon as possible, establish joint conference system combined with the various departments. To explore the harmonization of pre development and management, and to employ property which are large scale, owned, brand and reputational to improve the level of property management. And encouraging and supporting social organizations actively involved in low-income housing services. The paper is divided into seven chapters, the main research contents are as follows: the first chapter is the introduction which mainly elaborates the research background and significance and introduces the research methods and ideas. This part expounds the main contents of research. The second chapter mainly introduced the domestic and foreign theories of housing security. The third chapter describes the foreign and Hong Kong in the course of the development of housing security and valuable experience, which provides the reference for the construction and management of Beijing low-income housing. The fourth chapter reviews the history and present situation of Beijing, low-income housing construction. The fifth chapter mainly analyzes the existing affordable housing in Beijing from two aspects including spatial layout and management. The sixth chapter puts forward constructive suggestions in spatial layout and management of low-income housing in Beijing. The seventh chapter summarizes the main conclusion.
