教育的公平化是人全面发展和教育事业可持续发展的必然条件。而中学体育教育的公平化是教育公平化的重要组成部分。注重学生身心健康的全面发展,有效的提高学生的综合素质,也是促进学校教育体制改革和深化,是我国教育事业所必须坚持的一项方向性事业。本文通过文献资料法,问卷调查法,专家访谈法和数理统计法对师资情况是如何影响北京市初中体育教育公平性进行了分析。并对城六区和远郊区县的师资情况进行了对比,并对如何培养中学体育师资和对中学体育制度进行了深入的探讨,得到如下结论:(1)北京市城区与郊区体育师资方面的差异主要体现在教师的自然状态上。(2)北京市城区与郊区体育师资方面差异跟师资发展有很大关系。(3)所调查的北京市初中不同城区,不同学校之间出现了体育教育的相对不公平现象。切实的解决当前中学体育教育的不公平现象是中学教育发展的首要目标。(4)作为教学主导的体育教师之间的个体差异是影响中学体育教育公平的重要因素,如何培养能适应一线教学环境的中学体育教师是师范院校和体育院校需要解决的重要问题。(5)政策的引导和体育在学校的受重视程度是影响体育教师职业态度的重要因素,如何合理的提高体育教师待遇和体育在中学中的受重视程度,充分调动体育教师的教学热情使得中学体育教育的公平发展之路任重道远。(6)影响中学体育教育公平性的因素是多种多样的。师资只是其中一个方面,其他的方面如:场地器材,政策,学校对体育的重视等等也都不同程度的影响着中学体育教育的公平。并针对以上问题及结论提出了如下的建议:(1)建立城乡之间的教师流动机制。(2)实行倾斜政策,提高农村义务教育教师的地位和待遇。(3)加大大学生支教项目。(4)培养新型的中学体育教师,为中学体育事业的发展积蓄后备人才。(5)加强学校体育师资队伍的建设。(6)完善学校的政策体系。(7)对学校体育教育相对落后的区域,加大经费的投入和管理。

Education equity is necessary for the development of human and education. The equity of middle school physical education is a important part of education. Focusing on the overall development of the students’ physical and mental health, effectively improving the overall quality of students is a kind of direction business in China's education.This paper used literature, questionnaires, expert interviews and statistics to analyze how the quality of teachers influence education equity of Beijing middle school physical education, and conduct a comparison of six urban districts and suburban districts. Conclusions: (1) Beijing urban and suburban differences in terms of physical education teachers mainly on the teacher.(2) Beijing urban and suburban differences in terms of physical education teachers develop a great relationship with the teacher.(3)The emotional objective of middle school physical education is to promote the overall development of the students’ physical and mental health, and the middle school physical education is also an important stage of the overall development of the sports business. (4) The difference of physical education teachers is an important factor of education equity, and how to train excellent physical education teachers is an important issue to normal and sports universities. (5) The policy guidance and emphasis level on sports are important factors of PE teachers’ attitude, and how to reasonably improve the PE teachers’ income and the emphasis level on sports still has a long way to go. (6) There are various factors to affect the education equity without teachers’ quality, for example: playground and equipment, policy, the emphasis level on sports, and so on.Recommendations: (1) Between urban and rural teachers establishing flow mechanism. (2)The implementation of preferential policies to improve the status of teachers in rural compulsory education and treatment. (3) Increase the students to support education projects. (4) To develop new type middle school physical education teachers and save reserve talents for sports. (5) To strengthen the construction of physical education teachers. (6) To improve the school's policy system. (7) To increase the fund input and management for the physical education backward areas.
