近年来，我国经济社会发展日新月异，各项科技成果逐步运用到改革创新之中，使改革效果不断深化。但与此同时，政府的统筹工作难度也大幅增加，一些政策在落实过程中出现不到位、不及时等问题，迫切需要政府提高效率、增加效能，及时出台或完善相关政策。政务督查作为一种推动各级政府运转的重要手段、一种保障政令畅通的有效方法、一种联系各级政府的重要领导环节，在政府工作中有着举足轻重的地位。区级地方政府作为国家治理体系中极为重要一环，其政务督查工作能否充分发挥效能，对各项政策、工作能否及时、有效落实到位，能否充分发挥应有的作用、实现既定的目标，也具有举足轻重的现实意义。北京市作为全国的政治中心，其区级政府政务督查工作在全国具有重要的示范作用。因此，深入研究北京市延庆区政务督查工作存在的问题、分析问题产生的原因，并提出针对性对策建议，对优化北京市延庆区乃至全国区级地方政府的政务督查工作均具有重要意义。

本文主要采用文献研究法、实地观察法以及访谈法等研究方法。首先，通过研读大量文献总结归纳出国内外学者对政务督查研究的理论成果；其次，通过研究北京市延庆区政务督查工作实例，深度访谈北京市延庆区政务督查工作人员以及被督查单位工作人员，对北京市延庆区政务督查工作中存在的问题全面深入分析；最后，根据行政监督理论的观点，以政策执行理论中的史密斯模型理论为切入点，从政策自身、政策执行主体、政策执行客体、政策执行环境四个层面对北京市延庆区政务督查工作问题产生的原因进行深入剖析，并结合国内外相关特色经验，提出针对性的对策建议。

In recent years, with the rapid development of China's economy and society, various scientific and technological achievements have been gradually applied to reform and innovation, deepening the reform effect. But at the same time, the difficulty of the government's overall planning work has also increased significantly. Some policies are not in place and timely in the implementation process. It is urgent for the government to improve efficiency, increase efficiency, and timely issue or improve relevant policies. As an important means to promote the operation of governments at all levels, an effective way to ensure the smooth flow of government orders, and an important link to the leadership of governments at all levels, government supervision plays an important role in government work. As a very important part of the national governance system, the district level local government can give full play to the efficiency of its government supervision work, whether all policies and work can be implemented in time and effectively, whether they can give full play to their due role and achieve the established goals, also has a decisive practical significance. As the political center of the whole country, Beijing municipal government has an important exemplary role in the country. Therefore, it is of great significance to study the existing problems, analyze the causes of the problems and put forward corresponding countermeasures and suggestions for optimizing the government supervision of Yanqing District and even the national district level local governments.

This paper mainly uses literature research, field observation and interview methods. First of all, through studying a large number of literature, this paper summarizes the theoretical results of overseas scholars' research on government supervision; secondly, through studying the work examples of government supervision in Yanqing District, Beijing, in-depth interviews with the staff of government supervision in Yanqing District, Beijing and the staff of the units under supervision, a comprehensive and in-depth analysis of the problems existing in the work of government supervision in Yanqing District, Beijing; finally, based on According to the point of view of administrative supervision theory, taking Smith Model Theory in the theory of policy implementation as the starting point, this paper analyzes the causes of the problems in Yanqing District's government supervision from four aspects: policy itself, policy implementation subject, policy implementation object and policy implementation environment, and puts forward corresponding countermeasures and suggestions based on the experience of relevant characteristics at home and abroad.
