文化是一个国家最重要的软实力，文化自信已经提升到我国战略高度，党的十九大报告发出推进文化产业发展的伟大号召，为文化产业发展指明了方向。随着经济社会发展和人民群众对美好生活需要的增长，文化产业需求量不断增加，并以高附加、低消耗特点成为经济新增长点。而在协同发展背景下，京津冀文化产业发展梯次明显、具备互补优势，探究文化产业空间格局及其演化机制，对建立文化产业高竞争力集群意义重大。本文选取十一至十三五的开始年份2006、2011与2016年，基于京津冀文化企业空间数据，在县级尺度上通过核密度与空间自相关分析了解京津冀文化产业空间布局与演变；结合相应年份统计数据，运用OLS与地理加权回归从宏观经济方面定量分析影响文化产业布局发展的相关因素；为彰显文化产业文化与经济特性，补充定量分析难以描述的质性因素，选取北京市通州区宋庄画家村、天津市西青区杨柳青年画聚集区和河北省沧州市吴桥县杂技艺术之乡三处案例点，通过实地调研、访谈以及文献资料补充，以主轴式编码提取影响因子，采用解释结构模型剖析对文化产业布局发展的影响机制。研究主要结论如下： （1）文化产业北京数量优势明显，集聚显著，近年数量井喷，京津冀三地差异不断缩小。空间布局呈现“北京一核?京津大小双核?京津双核”的演变结构，蔓延发展。 （2）常住人口、社会消费品零售总额、全社会固定资产投资、第三产业产值和一般公共预算支出五个指标对文化产业布局有显著影响：人口规模在增长消费需求和提供文化人才方面对文化产业有吸纳作用；消费能力的提高会增加对文化产业的需求；固定资产投资对其影响呈现双重性；第三产业良好基础为其发展奠定条件；地方政府效力通过政策扶持、园区规划、提供服务和营造氛围等方面在文化产业新兴发展助力。文化产业逐渐由政府主导走向市场化。 （3）自然区位与历史积淀是影响文化产业布局的根本因素，它们又通过影响社会氛围和人力资本，改变市场氛围、主导产业集聚、引起政府重视，进而提升区域文化品牌价值，借助企业开发力量，从产业体系、宣传途径、交流平台和理念创新等方面直接影响文化产业布局变化。 （4）在文化产业空间格局演化机制中，影响因素可分为环境基础、政府因素、经济因素和文化因素四个维度，又有内、外双重动力驱动文化产业发展与空间格局演化。

Culture is the most important soft power of a country. Cultural confidence has been raised to the strategic height of our country. The report of the 19th CPC National Congress issued a great call to promote the development of cultural industry, pointing out the direction for the development of cultural industry. With the development of economy and society, the increase of the needs of people for a better life and the demand for cultural industry has been increasing, and it has become a new point of economic growth with the characteristics of high addition and low consumption. Under the background of collaborative development, the development of Beijing-Tianjin-Hebei cultural industry is obvious and has complementary advantages. The space of cultural industry and its evolution mechanism are of great significance for the establishment of highly competitive cultural industry development model and cluster. Based on the spatial data of Beijing-Tianjin-Hebei cultural enterprises in 2006, 2011 and 2016, this paper analyzes the spatial distribution and evolution of Beijing-Tianjin-Hebei cultural industry on the county scale through the analysis of nuclear density and spatial autocorrelation. Combined with the statistical data of the corresponding years, this paper quantitatively analyzes the relevant factors affecting the development of cultural industry layout from the macro-economic aspect by using OLS and geographical weighted regression. In order to highlight the cultural and economic characteristics of the cultural industry and to supplement the qualitative factors that are difficult to describe in quantitative analysis, the painter village of Songzhuang, Tongzhou District, Beijing, is selected. The Yang Liuqing New year painting gathering area in Xiqing District, Tianjin, and the acrobatic art township in Wuqiao County, Cangzhou City, Hebei Province, three case points, through on-the-spot investigation, interviews and literature supplement, the influence factors are extracted by principal axis coding. The influence mechanism on the development of cultural industry layout is analyzed by using the interpretive structure model. The main conclusions of the study are as follows: (1) The cultural industry in Beijing has obvious advantages and agglomeration. In recent years, the number of cultural industries in Beijing has exploded, and the differences among Beijing, tianjin and hebei have been narrowing. The agglomeration pattern roughly presents the evolution pattern of ‘Beijing-core?Beijing large core and Tianjin small core?Beijing-Tianjin dual core’, and development spreads. (2) Resident population, total retail sales of social consumer goods, investment in fixed assets of the whole society, The output value of the tertiary industry and the general public budget expenditure have a significant impact on the layout of the cultural industry: population size has an absorbing effect on the cultural industry in terms of increasing consumption demand and providing cultural talents; The stronger the consumption ability, the higher the demand for the cultural industry, the dualism of the influence of fixed asset investment, the good foundation of the tertiary industry, and the establishment of the conditions for its development. The effectiveness of local government in the development of cultural industry through policy support, park planning, providing services and creating an atmosphere. The cultural industry is gradually market-oriented led by the government. (3) Through the analysis of typical cases, it is found that natural location and historical accumulation are the fundamental factors that affect the layout of cultural industries, and they influence the social atmosphere and human capital, change the market atmosphere, and lead the industrial agglomeration. It causes the government to attach importance to and promote the regional cultural brand value. With the help of the enterprise development power, it directly influences the change of the cultural industry layout from the aspects of the industrial system, the way of propaganda, the exchange platform and the innovation of ideas and so on. (4) In the evolution mechanism of cultural industry layout, the influencing factors can be divided into four dimensions: environmental basis, government factor, economic factor and cultural factor, and the development and layout evolution of cultural industry are driven by internal and external double motive forces.
