20世纪末以来,国际化浪潮席卷全球,影响到社会生活的方方面面。高等教育作为推动社会进步、促进文明发展的重要力量,在国际化的背景下重获新生,进入了一个全新的发展阶段。高等教育国际化促进了教育市场化,增强了发达国家的国际影响力,也提升了发展中国家的教育质量与劳动力市场的活力。高等教育国际化有许多表现特征,包括教学理念国际化、课程国际化、教师队伍国际化以及学生流动国际化,其中学生的国际流动是高等教育国际化的最直接体现。研究学生的国际流动有助于增强对高等教育国际化趋势的理解,更好地制定相应政策。阿根廷作为拉丁美洲地区的重要国家,在拉美高等教育国际化进程中扮演着重要角色。近十年来,阿根廷政府积极鼓励学生参与国际流动,签订通过一系列双边、多边协议,与其他国家、地区共同开发合作项目,实施相关政策,使得一大批阿根廷学生有机会参与到高等教育的国际化进程中来。学生的国际流动同时也为阿根廷带来了经济收益和影响力提升,成为推动国家进步的重要力量。阿根廷作为拉美地区的代表性国家,具有很强的研究意义和指导价值。本文按照詹姆斯•安德森的“五段式”的政策模型谋篇布局,具体采用文献法详细研究阿根廷学生国际流动政策框架,运用“推拉因素理论”分析其制定的背景及动因,探讨政策框架的具体项目与保障措施,评述政策框架的实施与效果。阿根廷顺应高等教育国际化的发展趋势,大力支持学生国际流动政策的实施,提升了阿根廷高等教育学生的国际竞争力,同时强化了与其他国家与地区的合作关系,在世界格局中凸显了自身的重要性。阿根廷学生国际流动政策已经实施多年,所带来的影响与变化都是显著的。我国在近些年加大了对学生国际流动的投入与支持,因此通过分析阿根廷在这方面的得失,以为我国在未来深化学生国际流动政策与项目的实施与开展提供参考。

From the end of last century, the trend of internationalization has spread through the whole world and influenced all aspects of social life. Higher education, as one of the major factors that improve the social development and promote the civilization, has had a new chance of rebirth and entered into a new era. The internationalization of higher education has helped the process of the marketization of education, improved the influence force of developed countries and enhanced the education quality and energy of labor market of the developing countries. The internationalization of higher education has many aspects, such as teaching theories and methods, class designing, teaching staffs and student mobility. Particularly, the international mobility of students is the most direct presentation of the trend of internationalization of higher education. The study of mobility of students will help to improve the understanding of the trend of internationalization of higher education and make up related policies. As the most important country in Latin America, Argentina has played a very important role in the regional process of internationalization of higher education. In the past ten years, Argentinian government has actively encouraged students to join the mobility. A large number of students in Argentina has gained the opportunity to join the international mobility through the bilateral or multilateral conventions, cooperative projects between countries and regions and many policies. Meanwhile, the mobility has brought Argentina financial benefits and influence enhancement, become the most important of force to improve the development of the nation. This paper is arranged with the five-stepped policy mode of James Anderson. It introduces the framework of policies of student mobility in details, using theory of push-pull factors to explain the background and reasons of creation. It also discusses the specific programs and its supporting system. After this it summarizes the effect and experience. In recent years, China has devoted so much in supporting and developing student international mobility, so with this paper compared with all these things in Argentina, it can get a great introspection of what has done well and what has done wrong in China.
