十一届全国人大四次会议于2011年3月14日表决通过了《中华人民共和国国民经济和社会发展第十二个五年规划纲要》(以下简称《规划纲要》)。《规划纲要》指出,“十二五”时期世情国情继续发生深刻变化,我国经济社会发展呈现新的阶段性特征。综合判断国际国内形势,我国发展仍处于可以大有作为的重要战略机遇期。从国际看,和平、发展、合作仍是时代潮流。从国内看,工业化、信息化、城镇化、市场化、国际化深入发展。我们完全有条件推动经济社会发展和综合国力再上新台阶。同时《规划纲要》进一步指出,改造提升装备制造业,提升轴承、液压等基础零部件水平。这为华德液压的发展提供了良好的宏观环境。 国家宏观经济的稳健发展、下游市场的巨大需求拉动,使国际大型液压生产企业进入了中国市场,民营企业在完成了资本的积累后也参与到液压市场的竞争中来。华德液压作为中国液压行业的大型企业,面对日趋激烈的竞争,为“十二五”制定一个科学有效的发展战略将关系到企业未来的生存和发展。 本文通过PEST分析法和迈克尔•波特(Michael Potter)教授的五力模型对华德液压所处的外部环境和竞争环境进行了系统的分析,同时进一步分析了华德液压目前的资源和企业能力,然后使用SWOT分析法,综合华德液压面临的机遇和挑战、华德液压自身具备的优势和劣势,将华德液压定位在大战略矩阵的第一象限,为华德液压选择了增长型的组合战略,包含市场渗透战略、产品开发战略、横向/纵向一体化战略。结合战略为华德液压制定了实施措施,阐明了战略控制和调整的方法。 同时也希望通过本文对华德液压“十二五”发展战略的研究能够为同行业管理者进行战略管理提供可以借鉴的思路和方法。

The Twelfth Five-year Plan for National Economic and Social Development of the People's Republic of China was passed on The Fourth Session of Eleventh National People’s Congress on March 14, 2011.The plan points out that in the 12th Five-Year Plan period the world situation continues to produce propound change, that the progress of our economic society appears new phase characteristics. Through the analysis of the international and domestic situation, China's development is still in the period of strategic opportunity. In the world peace, development, cooperation is the trend of the times. In our country industrialized, informatization, urbanization, marketization, internationalization will get further development.We have all the conditions to promote economic and social development and the comprehensive national strength to a new level. At the same time the plan points out further, we will upgrade the level of manufacturing industry of equipment, will enhance the level of the bearings, hydraulic parts. This will provide the development of the Huade Hydraulic a good macro environment. The national macroscopic economic steady development, downstream market huge demand, made international large-scale hydraulic production enterprises to enter the Chinese market. Private enterprises in the completion of capital accumulation also participated in the market competition to hydraulic. Huade Hydraulic as Chinese hydraulic industry of large enterprises, in the face of increasingly fierce competition, to develop a scientific and effective development strategy in the period of the Twelfth Five-Year Plan will be in relation to the future survival and development of enterprises. It formulates the implementation of measures, and expounds the strategic control and the adjustment method. Through the PEST analysis method and Michael Potter five forces model, this paper systematically analyzes Huade Hydraulic outer environment and competitive environment, and further analyzes Huade Hydraulic current resources and enterprise ability. Then it uses SWOT analysis method, analyzes the opportunities and challenges, advantages and disadvantages of Huade Hydraulic. Through the use of grand strategy matrix, Huade Hydraulic is placed in first quadrant, and it chooses Growth Portfolio Strategy for the Twelfth Five-Year Plan of Huade Hydraulic, including market penetration strategy, product strategy, horizontal / vertical integration strategy. In addition, as wished, the research on the Huade Hydraulic’s development strategy in this article can offer some thoughts and methods for industrial managers’ reference in the strategy management.
