      政党是国家治理的关键力量。中国共产党对乡村的动员改造自新民主主义时期开始延续至今,不断对乡村进行结构化、制度化调整,结合嵌入式、双轨式治理,在与农民的保守性和反抗性矛盾中,逐步形成了以党为核心乡村治理格局。新时代背景下,一方面是乡村多样化的发展需求与乡村薄弱发展基础间的矛盾,另一方面是乡村“空心化”造成的乡村治理主体缺失与治理主体培育间的矛盾。农民的主体性与创造性呼吁着乡村效能增强、经济发展、文明建设等全方位韧性提升,乡村韧性从原来抵御自然风险、恢复平衡的概念延伸至强调乡村常态化、高质量的可持续发展能力,推动公共参与,最终实现乡村善治。

      政党统合是在“国家-社会”二分视角下对政党要素的凸显,包括政党对乡村的动员、吸纳与再造,打造国家社会一体化。本文提出的党的统合治理即是中国共产党通过统一领导,立足乡村全局,凝聚多元主体力量实现乡村多维聚合,以此推动乡村有效治理。党不断下沉进入乡村并从政治领导、组织引领和机制创新等维度开展政党统合,体现了政党统合与乡村韧性要素间的内在契合性。不仅如此,政党统合治理实现乡村社会有机整合的目的是推动乡村公共参与,最终重塑乡村自治精神,从而既实现政党权威嵌入又发挥乡村能动性。因此,政党统合乡村并非是对村民主体地位的取代,而是给予乡村自治充足发展空间,达到还政于民的目标,在提升乡村韧性的同时,实现政党统合与村民自治共栖。

      基于此,本文通过对云南省西盟县、山西省武乡县、福建省寿宁县三个贫困县的贫困村开展田野调查,根据三县新时代中国共产党建引领乡村治理的实践,分析中国共产党作为执政党的统合治理提升乡村韧性的机理,构建政党统合治理提升乡村韧性要素的“体系-能力”框架,并延伸思考政党统合治理的边界。研究发现,政党统合治理从乡村产业、组织、人才、文化、环境五大韧性要素,提高乡村公共服务供给水平与治理效能,重塑乡村秩序,增强乡村可持续发展的能力。从“结构-情境”视角出发,党一方面通过规范化的制度供给、组织嵌入与权力运行打造结构性治理体系进行统合治理,另一方面通过党群互动过程中的资源引入、精英吸纳与价值引领发挥情境性治理能力的作用,实现乡村产业发展、社会治理、精神文明建设等进步。但统合治理也存在一定边界,即通过政党统合转变为村民自发的集体行动和公共参与,基层党组织通过“利益获得-信任构建-价值认同”逻辑推动村民自组织行动与乡村韧性善治目标达到一致。因此,要实现政党统合进一步提升乡村韧性,首先要以党的领导为核心,发挥党的政治引领作用;其次,以提升党员干部的能力素质为切入口,提升综合素质与专业性,尊重其创新能力;最后,经过资源配置、组织动员与多元合作三个环节,融合政治与行政力量,打造多元主体共建共治的局面。

     Political parties are the key force in the governance of the country. The interaction mechanism of mobilization and transformation between the Party and the countryside has continued since the New Democratic period, and the Party has continuously carried out structural and institutionalized adjustments in the countryside, combined with embedded and dual-track governance, so that the relationship between the Party and rural society has been constantly sawing in the contradiction between the conservative and rebellious nature of the peasants, and a pattern of "Party building leading" rural governance has been constructed. In the context of the new era, on the one hand, there is a contradiction between the diversified development needs of rural areas and the weak development foundation of rural areas, and on the other hand, the contradiction between the lack of rural governance subjects and the cultivation of governance subjects caused by rural "hollowing". The subjectivity and creativity of farmers call for the improvement of all-round resilience such as rural governance efficiency, economic development, and civilization construction, and rural resilience extends from the original concept of resisting natural risks and restoring balance to emphasizing the normalization of rural areas and high-quality sustainable development capabilities, promoting the public participation of villagers, and ultimately realizing the state of good governance in rural areas.

      The integration of political parties is the prominence of political parties from the perspective of the original "state-society" dichotomy, including the mobilization, absorption and re-engineering of political parties in the countryside to create national social integration. The integrated governance proposed in this paper is that political parties use unified leadership, base themselves on the overall situation of rural areas, and unite multiple subject forces to achieve multi-dimensional aggregation in rural areas and promote effective rural governance. Political parties continue to sink into the countryside and carry out political party integration from the dimensions of political leadership, organizational guidance and mechanism innovation, which reflects the intrinsic compatibility between political party integration and rural resilience elements. The main purpose of the integrated governance of political parties to achieve the organic integration of rural society is to promote rural public participation and ultimately realize the spirit of rural autonomy, so as to realize the embedding of political party authority and give full play to rural initiative. Therefore, the integration of political parties into rural society is not a replacement for the status of village democracy, but to give sufficient development space for rural autonomy, achieve the goal of returning government to the people, and realize the cohabitation of political party integration and villagers' autonomy.

     Based on this, this paper conducts fieldwork on poor villages in three poverty-stricken counties, Ximeng County in Yunnan Province, Wuxiang County in Shanxi Province, and Shouning County in Fujian Province, analyzes the mechanism of integrated governance to improve rural resilience based on the practice of party building leading rural governance, constructs a "system-capacity" framework for integrated governance to improve rural resilience, and extends to think the boundary of integrated governance of political parties. It is found that the integrated governance of political parties improves the level of rural public service supply and governance efficiency,and enhances the ability of sustainable rural development from the five resilient elements of rural industry, organization, talent, culture and environment. From the perspective of "structure-situation", on the one hand, political parties carry out integrated governance through standardized system supply, organizational embedding and power operation to create a structural governance system, on the other hand, through the introduction of resources, elite absorption and value guidance in the process of party-mass interaction, the role of situational governance capabilities is brought into play, progress in rural industrial development, social governance, and spiritual civilization construction is achieved. However, the boundary of integrated governance is to realize the transformation from top-down integrated governance to bottom-up collective action, and Party organizations promote villagers' self-organization by building a path of "benefit acquisition-trust construction-value identity" in rural areas.Therefore, to improve the resilience of rural areas through the integrated governance of political parties, firstly, take the party's leadership as the core. Secondly, take the improvement of the ability and quality of Party members and cadres as the entry point, improve the comprehensive quality and professionalism, and respect their innovative governance ability; Finally, through the three links of resource allocation, organizational mobilization and diversified cooperation, a situation of multi-subject joint construction and co-governance is created.
