改革开放以来,随着我国经济快速发展,各地突发环境污染事故时有发生,工业化、城市化带来的环境风险问题逐渐显现。城市地区人口稠密、企业密集、产业分布较为集中,识别、评价、管理城市环境风险源是保障城市生态安全的重要环节。珠三角地区是我国南部的经济中心,是我国改革开放的桥头堡,也是产业升级的试验田,其环境风险源识别、评价、管理工作亟待完成。 本文通过文献资料收集、专家咨询与实地调研相结合的方法,综合考虑珠三角地区环境风险源固有属性、空间属性、管理属性,构建了珠三角地区环境风险源评价指标体系;参考相关报道、专家意见与行业标准,确定了指标体系的评级标准;利用层次分析法确定了指标体系权重,并利用模糊综合评价法建立了一种珠三角地区环境风险源评价方法,最终结果由模糊隶属关系划分为三级,“一般”、“较大”、“重大”。 利用建立的评价方法对珠三角地区856家列为国控污染源的企业进行环境风险源评价,评价风险等级结果分别为“一般”410家,“较大”297家,“重大”149家。“重大”环境风险源大部分分布于珠三角地区核心区域。对分级结果与指标相结合进行了讨论,提出了环境风险源管理的相关建议。

Since the reform and opening up, the development of Chinese economy is dramatically fast. At the same time, there are some environmental accidents all around the country in recent decades. Environmental risks brought about by industrialization and urbanization have been enhanced gradually. Because of the dense population, enterprise and industrial distribution in city area, the identification, evaluation and management of the urban environmental risk source is an important link to protect the urban ecological security. The Pearl River Delta region is the economic center of southern China and it is not only the bridgehead of reform and opening up, but also the experimental field of industrial upgrading. The identification, evaluation and management of environmental risk sources are urgently needed in the Pearl River Delta region. Based on the combination of literature collection, expert consultation and field investigation, the evaluation index system of environmental risk in the Pearl River Delta region was established, taking the inherent attributes, spatial attributes and management attributes of environmental risk sources in the Pearl River Delta region into account. Reference to the relevant reports, expert advice and industry standards, the index system rating criteria were determined. And the weight of the index system was determined by method of AHP. Finally, a method of environmental risk assessment in the Pearl River Delta region was established by fuzzy synthetic evaluation. The final result was divided into Three by the fuzzy affiliation, "general", "medium", "significant". Based on the established evaluation method, 856 environmental risk sources of enterprises classified as national pollution sources in the Pearl River Delta region were evaluated. The result showed that there were 149 "significant" enterprises, 297 "medium" enterprises and 410 "general" enterprises in the Pearl River Delta region. "Significant" enterprises were most distributed in the core region of the pearl river delta region. The results of assessment were discussed within every classification index, and the suggestions of environmental risk sources management were propounded.
