当一个国家或地区年满60 周岁及以上的人口的数量占这个国家或地区总人口数比重的一成，就可以称其已进入老龄化社会。根据2010 年最近一次进行的第六次全国人口普查数据统计结果显示，我国进入老年阶段的人口数量为1.78 亿，老年人比重占全国总人口数量的13.26%。截至2011 年末，内蒙古自治区巴彦淖尔市户籍人口约176 万人，其中60岁以上的老人约20 万人，占全市总人口的11.36%。按照国际通行标准60 岁及以上人口占总人口比例达10%计算，巴彦淖尔市已进入人口老龄化社会。一直以来，“老龄化”被看作是不可避免的生理与心理的衰减与退化。而“积极老龄化”是指人到老年时，为了提高生命质量，使老年人的健康、参与和保障尽可能获得最佳机会的过程。本文将研究目标锁定为社会经济发展水平相对不高，但同样迫切需要解决老龄化问题的小型城市，确定其中的一所典型老年教育学校，将通过实证研究与文献资料查阅相结合的研究方法对巴彦淖尔市老年大学这所全国唯一一所完全免费的实体老年大学的现状进行研究分析，了解其运行模式、科系设置、师资水平、学员构成、办学特色、优势成果与不足，进一步探讨在积极老龄化视角下，我国中小城市老年大学的发展。研究这所老年大学不仅对相似条件下的地区老年教育有借鉴意义，对我国老年大学的发展也有积极作用。本文研究发现，老年大学不仅能够为老年人传授知识和技能，帮助老年人跟上时代的脚步，其更大而更潜藏的附加价值是提供给为国家勤勉工作奉献一生的老年人一个能让他们在人生的夕阳期一个继续发展自身，再次实现自我价值的机会，同时还能获得来自于社会的回馈和支持。中小城市的经济发展水平虽然不高，但老年教育与积极老龄化应当同样受到重视和推广。巴市老年大学在解决老龄问题方面发挥了十分积极的作用，这所老年大学全部免费、管理有序、服务优秀，受到当地老年人欢迎，发展迅速也取得了很大的成果，成为了该地的一张名片，也因此受到了政府的重视，十分值得同类条件的中小城市推广，但值得注意的是，目前发展过程中还是暴露出了一些问题。笔者就这些问题给出了分析和对策建议。

This article will research target for social and economic development level is relatively high, but also an urgent need to solve the problem of aging population of small cities, sure one of the typical old education schools, through empirical research combined with a literature review of the research methods of Bayannaoer’s Senior-Citizen University the national only a completely free entities in old university through analyzing the status quo, to understand its operation pattern, the department set up, the teachers level, students composition, characteristics, advantages and disadvantages, further discussed under the perspective of active aging, small and medium-sized cities in our country development of the university of old age. Study the elderly university not only to the areas under similar conditions elderly education significance, also have positive role to our country the development of the university of old age.
