作为互联网+交通出行的典型代表,共享单车以“解决最后一公里出行问题”为理念,是城市公共交通在短途出行领域的重要实践,便捷了城市居民出行体验。然而,共享单车的行业不良竞争、市场监管缺乏、消费者道德缺失等问题也是城市共享单车治理的巨大挑战。本文将以个案研究为方法,将共享单车管理现状置于多重逻辑分析框架之中,尝试挖掘共享单车治理困境形成根源。研究表明,政策制定者的双重目标决定了两面性的政策取向,政策执行者受科层压力影响而选择性执法。政策取向和执法方式之间形成“空缺地带”,为市场的逻辑提供了空间。共享单车利用互联网平台实现了城市短途出行上的供需平衡,却也诱发了新的城市治理问题。本研究利用多重逻辑分析框架,为城市共享单车的治理困境及“互联网+”时代其他城市治理问题提供一种可能的解释,而“互联网+”背景下如何应对市场失灵与政府失灵的手段仍待进一步探索。

As a typical representative of the Internet Plus public transport, the Bicycle-sharing , who insists the concept of “solve the last one kilometer trip problem”, is an important practice of public transport in the short-distance travel area. The new industry improves residents` travel experience. However, the lack of market regulation, consumer ethics and other issues in Bicycle-sharing industry's poor competition is a huge challenge to the city's urban governance of Bicycle-sharing. This paper uses the case study as the method to put the status of the Bicycle-sharing in the framework of multiple logic analysis, and try to dig the root cause to governance dilemma of Bicycle-sharing. Research shows that the dual goal of policymakers determines the two sides of policy orientation. Policy enforcers take selective action because of bureaucracy pressure. There is a vacant zone between policy orientation and law enforcement, which brings a space for market logic. Using Internet platform, Bicycle-sharing achieved a supply and demand balance of urban short-distance travel, but also evoked new city governance problems. The research uses framework of multiple logic analysis and hopes to provide a reasonable explanation for issues of urban Bicycle-sharing governance and other urban governance dilemma in the context of Internet Plus. The method to cope with market failure and government failure still remains to be explored.
