社区养老是我国老年服务体系的重要组成部分和重要形式。本研究用问卷调查的方式，在社会支持的框架下，从客观支持、主观支持和支持的利用程度三个方面对北京市社区老年人的养老服务供给总量及其来源进行了分析。研究表明，从社会支持的角度看，目前社区养老无论是在物质帮助、服务供给还是精神慰藉方面，社区及相应的社会组织的供给都是不足的，其主观支持、客观支持和老年人对这些社会支持的利用程度都有待进一步提高。从社区养老的需求方面看，生活照料、医疗保健、精神慰藉以及法律援助是老年人的主要需求。从社区养老的供求关系上看，超过50%的老人对于社区养老服务持不满意的态度，其主要原因就是社区养老服务并不能实现他们的需要。社区养老供求关系呈现出供给总量不足以及供求结构不匹配两个基本特征。究其原因，主要包括四个方面：第一是财力资源匮乏，资金使用效率不高；第二是物力资源短缺，资源缺乏协调整合；第三是人力资源专业化程度低，志愿者队伍规模小；第四是组织资源过于行政化，社区民间组织发展缓慢。

Community-based senior citizens caring model is the key component and plays an important role in China’s senior citizen caring and service system. This research analyzes the service providing volume and sources for the community-based senior citizen caring from the perspective of social support framework by using questionnaire survey. Within the framework of social support theory, the thesis focus on the objective support, subjective support and the usage of the support. The research result demonstrates the following conclusion. First, from the social support perspective, the current senior citizens caring service in the community is lack of efficient supply in material support, service providing and mental support not only from the communities but also from the social organizations. The degree of the objective support, subjective support and the usage of the support all need to be improved. Second, from the needs of the community-based senior citizens caring service, the main needs are life caring, medical caring, mental support and legal aid. Third, from the supply-demand relationship perspective, more than 50% senior citizens from the communities are not satisfied with the service quality that provided by the communities. The main reason is what the communities provided do not meet the needs of the senior citizens. The key features of the supply-demand relationship in the communities are insufficient supply volume and unmatched supply-demand structure. There are four factors contribute to this kind of supply-demand relationship. First one is a shortage of financial resources and a low effectiveness of the usage of the money. Second one is a shortage of material resource supply and a low effective integration of the material supply. Third one is the low professionalization of the staff and a limited volunteer supply. The last one is the resources of the organization is over-administerized. Meanwhile, the development of the civil organizations working for the senior citizens caring is slow.
