近年来,中国互联网格局发生巨大变革,基于网络技术支持的微博、微信、新闻客户端等新媒体应运而生,由此发展壮大形成颠覆传统媒体的全新舆论态势,各类话题极易被网络聚焦放大对社会产生现实影响。特别是生态环境关乎人民福祉和国际形象,随着经济社会的迅猛发展,环保问题日益凸显而备受社会各界关注。
新媒体舆论场自然地发展成为了环保观点交流碰撞发酵的中心,公共舆情危机往往随之而来。生态环保相关问题的舆情风险点难以控制、舆论生态纷繁多变,舆情危机潜伏在每一个存在公共话语表达的角落。显然,如何在新媒体盛行时代做好公共舆情管理工作,科学把控舆论风险、有效应对舆情危机、科学施策并推动环境共治,已成为政府及环保部门一项长期、重大而紧迫的任务。
本文通过文献检索与分析、实证分析、系统比较、访谈等研究方法,在新媒体时代公共危机管理研究理论的基础上,从新媒体、环保舆情、公共舆情管理等概念的内涵、外延及相互影响展开,寻找并借助了危机传播与生命周期理论、沉默螺旋理论、善治理论等研究理论工具开展了实证研究。
本文从新媒体视角下环保部门公共舆情管理现状出发,以P市生态环境局为例,概述了其基本情况、公共舆情管理现状和管理实践,围绕例行新闻发布、突发应急事件、民生事件等三类舆情管理的现实案例展开,选取“假红警”“雾炮车”“记者求助官微”等热点事件进行全过程解读,分析论述了其基本做法、存在问题和经验借鉴等方面的内容。
最后系统探寻环保公部门共舆情管理办法,特别是从舆情危机的表现形式、形成原因及过程规律等内部机理及外部影响因素进行分析,提出相对完善的管理应对策略和机制办法,并综合法律制度、政府引导、网媒行为、公众义务及各方合作沟通等诸多相关要素加以探究,对政府在新媒体时代下为环保工作创造良好舆论环境的过程中应当如何作为,提出科学有效的应对策略和管理方法。

In recent years, China's Internet landscape has undergone tremendous changes. New media such as Weibo, WeChat, and news clients based on network technology have emerged as the times require. This has led to the development of a new paradox that has subverted traditional media. Focusing on magnification has a real impact on society. In particular, the ecological environment concerns the well-being of the people and the international image. With the rapid development of the economy and society, environmental protection issues have become increasingly prominent and have attracted the attention of all sectors of society.
The new media public opinion field has naturally developed into the center of environmental impact exchange and fermentation, and public public opinion crisis often comes along. The public opinion risk points of ecological and environmental protection problems are difficult to control, the public opinion ecology is varied, and the public opinion crisis lurks in every corner where public discourse is expressed. Obviously, how to do public public opinion management in the era of new media prevailing, scientifically controlling the risk of public opinion, effectively coping with the crisis of public opinion, scientific policy and promoting environmental co-governance have become a long-term, major and urgent task for the government and the environmental protection department.
Based on the literature retrieval and analysis, empirical analysis, systematic comparison, interviews and other research methods, based on the research theory of public crisis management in the new media era, this paper starts from the connotation, extension and mutual influence of new media, environmental public opinion and public opinion management. It has searched and used empirical research tools such as crisis communication and life cycle theory, silent spiral theory, and good governance theory.
This paper starts from the status quo of public opinion management of environmental protection departments from the perspective of new media. Taking P’s Eco-environment Bureau as an example, it summarizes its basic situation, public opinion management status and management practices, and focuses on routine news releases, emergency emergencies, people's livelihood events, etc. The actual cases of the three types of public opinion management were carried out, and the hot events such as “Fake Red Police”, “Fog Guns” and “Reporters for Helping Officials” were selected to interpret the whole process, and analyzed the basic practices, existing problems and experience. .
Finally, the system explores the common public opinion management measures of the public security department, especially from the internal mechanism and external influence factors such as the manifestation, formation cause and process law of the public opinion crisis, and proposes a relatively perfect management response strategy and mechanism, and comprehensive legal system. Various factors such as government guidance, online media behavior, public obligations, and cooperation and communication between the parties are explored, and how the government should create a scientific and effective response strategy in the process of creating a good public opinion environment for environmental protection work in the new media era. Management method.
