全球科技竞争进入“高科技冷战时代”,各国都在加大对科技研发的投资,新技术新专利的发展将带来新产业的爆发式增长,引发经济增长动能的切换和全球高新科技领域价值链重构。在当前国际格局正深刻调整的变局下,如何激发第四次科技革命效应、构建更具韧性和可持续性的全球价值链成为新的热点问题,为此,中国一直在加深国际专利布局,努力突破技术瓶颈,重构科技发展新局,强调创新驱动和开放合作,以实现科技自立自强和高质量发展。目前,中国已连续五年稳居PCT国际专利体系申请人榜首位置,并且逐步走到全球价值链网络的中心地位,本文从国家层面探讨国际专利申请和全球价值链网络地位之间的关系与影响机制,为中国的海外专利申请和价值链地位的攀升与稳固提供理论借鉴。 本文基于世界知识产权组织收录的2000-2018年各国通过PCT直接申请和进入PCT国家阶段的专利申请总量和经济合作与发展组织国家间投入产出表的62个国家的全球价值链网络PageRank中心度数据,建立模型进行实证分析,验证国际专利申请对全球价值链网络地位的影响,并通过贸易开放效应、投资吸引效应和产业优化效应三个机制探讨其影响路径,进一步将样本国家按照地区、经济发展程度、教育投入和工资水平分组进行异质性分析,探讨这些差异是否影响国际专利申请对全球价值链网络地位的提升程度。 研究发现:第一,国际专利申请对全球价值链网络地位的提升具有显著推动作用;第二,贸易开放效应、投资吸引效应、产业优化效应在国际专利申请提升全球价值链网络地位的过程中是重要影响渠道;第三,地区、经济发展程度、教育投入和工资水平的差异会影响国际专利申请推动全球价值链网络地位攀升的作用程度。根据研究结果提出以下建议:第一,鼓励企业创新活动,拓宽国际专利申请来源;第二,推动产业结构优化升级,提高国际专利申请质量;第三,降低贸易壁垒,提高教育投入和工资,保障国际专利申请数量;第四,扩大参与主体,助力中小企业参与全球价值链。 |

The global technological competition has entered the "high-tech cold war era", and countries are increasing investment in scientific and technological research and development. The development of new technologies and patents will bring explosive growth to new industries, trigger a switch in economic growth momentum, and reconstruct the value chain of the global high-tech field. In the current profound adjustment of the international landscape, how to stimulate the effects of the fourth technological revolution and build a more resilient and sustainable global value chain has become a new hot topic. To this end, China has been deepening its international patent layout, striving to break through technological bottlenecks, reconstruct a new stage of scientific and technological development, emphasizing innovation driven and open cooperation, in order to achieve technological self-reliance and high-quality development. At present, China has maintained its position as the top applicant in the PCT international patent system for five consecutive years and has gradually become the center of the global value chain network. This article explores the relationship and impact mechanism between international patent applications and the status of the global value chain network at the national level, providing theoretical reference for China's overseas patent applications and the climb and stability of its value chain status. Based on the total number of patent applications filed directly under the PCT and entering the PCT national phase from 2000 to 2018 by the World Intellectual Property Organization (WIPO) and the PageRank centrality data of the global value chain network of 62 countries in the input-output table between the OECD countries, this paper establishes a model for empirical analysis, verifies the impact of international patent applications on the status of the global value chain network, and explores its impact path through three mechanisms: trade openness effect, investment attraction effect and industrial optimization effectThe heterogeneity of the sample countries was further analyzed by region, economic development level, education input and wage level, and whether these differences affect the degree to which international patent applications enhance the status of the global value chain network. Research has found that: firstly, international patent applications have a significant driving effect on the improvement of the global value chain network status; Secondly, the effect of trade openness, investment attraction and industrial optimization are important channels in the process of international patent application to enhance the status of the global value chain network; Thirdly, differences in region, level of economic development, investment in education, and wage levels can affect the extent to which international patent applications contribute to the advancement of GVC networks. Based on the research results, the following suggestions are proposed: firstly, encourage innovative activities of enterprises and expand the sources of international patent applications; Secondly, promote the optimization and upgrading of industrial structure and improve the quality of international patent applications; Thirdly, reduce trade barriers, increase education investment and wages, and ensure the number of international patent applications; Fourthly, expand the participating entities and assist small and medium-sized enterprises in participating in the global value chain. |
