随着农村经济的迅速发展,农村土地结构和经营方式正在发生翻天覆地改变,农村土地流转变得日趋活跃。农村土地流转主要包括农用地和集体建设用地两部分,其中建设用地流转在统筹城乡发展、优化建设用地配置、提高土地生产效率等方面的作用日益凸显。传统的土地流转追溯功能缺失,出现权属登记不完善、耕地增减不对称、收益主体不明确等各种问题,出现纠纷时不能有效追踪溯源土地的流转路径。本文以重庆为研究区,针对集体建设用地指标流转过程出现的上述问题,提出一套流转追踪溯源模型,以清晰掌握流转中“集体建设用地—指标—新增建设用地”变化过程及权属变更信息。研究内容包括以下几个方面:1) 针对指标交易过程提出双队列追溯模型。将普通队列模型拆分断裂为入库出库两个队列,以解决指标交易前后变化问题,引入基于过程的调度方法调整队列元素顺序,以适应交易过程需求。2) 针对交易后流转过程提出“X”树追溯模型。通过两个父指针和两个子指针实现流转过程的追踪溯源,可解决建设用地指标转让、拆分、合并等多种流转形式的追踪溯源问题。3) 运用本文提出的追溯模型,开发实现了农村集体建设用地流转追溯管理系统,实现了流转过程管理、追踪溯源、态势分析、收益分配溯源等功能。在追溯模型理论指导下,结合重庆建设用地指标交易流转过程,对双队列模型和“X”树模型进行验证,表明追溯体系建立了指标交易前后的逻辑关联,实现了整个交易流转过程的追踪溯源。

With the rapid development of the rural economy ,structure and operation of rural land is being changed drastically, circulation of rural land is becoming increasingly active, rural land including agricultural land and the collective construction land. Circulation of collective construction land has become increasingly prominent in the aspect of urban and rural development, optimization of construction land allocation, improving land productivity. However, the traditional management of land circulation has lots of drawbacks, such as low efficiency of management, unscientific method, lack of trace function. As a result a variety of problems appeared, for example, registration is not complete, the cultivated land decrease asymmetry, income subject is not clear. So we can’t effectively track the circulation path when land disputes.Taking Chongqing as the study area, for above problems, this paper proposed a set of tracing-provenance model, in order to clearly grasp the circulation process of “Collective construction land - indicators - new construction ”.The study includes the following aspects:1) For the transaction process of index, proposed double queue tracing model. Ordinary queue split fracture model for both inbound outbound queue to resolve the issue before the change index trading, the introduction of elements of the queue scheduling adjustment process-based order to meet the needs of the trading process.2) For the transaction after the transfer process, proposed "X" tree model. Realized through the circulation of the two parent pointers and two child pointers track the source, solve construction land transfer, split, merge, and other forms of tracking traceability circulation problems.3) Using the proposed model, developed the construction land management of traceability system, realizes the process management, tracking and tracing, situation analysis, the distribution of income source function.Under the guidance of the tracing-provenance model, according to the construction land transaction process of Chongqing, validate of the model of double queuing model and "X" tree, The results show that the model can establish a logical association before and after the transaction, realized traceability transaction tracking transfer process.
